EXECUTIVE SUMMARY
Award contract for ITB 10-5529, "Purchase of Limerock and Fill Materials," to Florida
Dirt Source LLC, Better Roads, Inc., Younquist Brothers Rock, Inc. and Stock
Development LLC in the estimated annual amount of $350,000.
OBJECTIVE: To contract with multiple firms in order to provide fill material (either pickup or
delivered) for all County Departments to use as needed.
CONSIDERATIONS: An Invitation for Bid was posted on July 2, 2010, one hundred and
sixty nine notices were sent; 27 bid packages were requested and 5 bids were received. One bid
was deemed non-responsive because not all of the required documents were submitted. Staff
recommends awarding to all four responsive, qualified companies per line item. Not all line
items were bid by all vendors and all four offer different pick-up locations. Staff will be allowed
to choose the vendor for picking up material because it will be more economically feasible to
transport material dependent upon location of fill and destination. The delivered material will be
awarded by low price only. If the low bidder does not have the required material, staff can then
procure the material from the second low bidder, etc.

FISCAL IMPACT: Funds for these services shall come from each individual using department
budgets as projects are identified.
GROWTH MANAGEMENT IMPACT: While this has no direct impact on the Growth
Management Plan, it is consistent with the goals of the County to streamline and expedite the
procurement of services.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action~SRT.
RECOMMENDATION: That the Board of County Commissioners award ITB 10-5529
"Purchase of Limerock and Fill Materials" to all four firms per line item. The contract will be in
the form of a County Purchase Order.
