Recommendation that the Board of County Commissioners, acting as the Airport
Authority, award Bid No. 10-5498 Marco Island Executive Airport Construction of
Taxiway and Ramp Expansion in the amount of $5,959,000.02 to DeAngelis
Diamond Construction Inc. and authorize its Chairman to execute the standard
contract after approval by County Attorney.
OBJECTIVE: To construct a taxiway and ramp expansion at the Marco Island Executive
Airport.
CONSIDERATIONS: The Federal Aviation Administration (FAA) requires that
construction grant applications for discretionary funding be based on bids. In order to
meet this requirement, and in accordance with the Collier County Purchasing Policy, the
Airport Authority solicited Bids for the construction of a taxiway and ramp expansion at
the Marco Island Executive Airport.
Notices were sent to 1,036 vendor email addresses with 209 suppliers downloading the
ITB package. Nine (9) bids were received.
The lowest, qualified, responsive bidder meeting specifications is DeAngelis Diamond
Construction, Inc. (DeAngelis Diamond). DeAngelis Diamond is a local vendor; however
local vendor preference was not a part of this bid due to FAA grant funding. The project
engineer, URS Corporation, has recommended awarding the bid to DeAngelis Diamond
Construction Inc.
The Airport Authority has been awarded a FAA grant in the amount of $6,068,990 to
fund this project.
FISCAL IMPACT: Funds in the amount of 5,959,000.02 are available in project
number 33127, Grant Fund 498 (Airport Grant) and 498 (Airport Match).
GROWTH IMPACT: There is no growth impact associated with this Executive
Summary.
ADVISORY BOARD RECOMMENDATION: At the October 11, 2010 meeting, the
Airport Advisory Board voted to recommend that the Airport Authority award Bid No. 10-
5498 Marco Island Executive Airport Construction of Taxiway and Ramp Expansion in
the amount of $5,959,000.02 to DeAngelis Diamond Construction Inc. and authorize the
Authority's Chairman to execute the contract after approval by the County Attorney.
LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. - JBW.
