EXECUTIVE SUMMARY
Recommendation to approve the award of RFP #10 -5478 and contract to Witt
Group Holdings, LLC for an amount not to exceed $78,637 from prior approved
grant funds to conduct best practice assessments and gap analysis for
Emergency Management, Emergency Medical Services and MedFlight operations.
OBJECTIVE: To acquire the services of a consultant to conduct assessments and gap
analysis in business practices and specialized operations against national standards
within the specific public safety disciplines noted above. This fully funded grant effort will
provide staff with reports and resources needed to maintain the highest standards for
safety, operations and cost - efficiency while assisting the organization for future
accreditation efforts.
CONSIDERATIONS: The Bureau of Emergency Services within its efforts to meet
work -plan and strategic vision recommendations is utilizing this fully funded grant
opportunity to compare and benchmark its current operations against the highest of
industry standards. Results of this effort will likely include additional safety reviews,
opportunities for cost savings, improved internal standard operating procedures and
identification of training gaps within Emergency Management's training and exercise
programs. This review will improve Collier County's homeland security planning and
preparation readiness. Efforts to meet the stringent accreditation requirements with the
future goal of formal accreditation will ultimately provide Collier County with potential
savings on aviation insurance, improved reimbursement from managed care sources,
increased recognition of professional efforts by State and Federal regulatory bodies and
improved opportunities for FEMA grants and reimbursements. The utilization of one
consulting firm and the combined efforts of the various divisions under one project
initiative will minimize the impact of the study effort on staff while producing the greatest
benefit. These efforts will compliment future reviews such as those on -going by the Blue
Ribbon study group and the Annual Update to Inventory Reporting (AUIR).
Industry standards being utilized for this gap assessment include: National Fire
Protection Standard 1600 for Emergency Management, The National Emergency
Management Agency- Emergency Management Accreditation Program, the
Commission for Ambulance Accreditation and the Commission for Aero - Medical
Transport Services.
RFP #10 -5478 was posted on March 29, 2010. E -mail notifications were sent to 303
entities; forty -four (44) entities requested the specifications, and three (3) entities
submitted proposals. The selection committee chose James Lee Witt & Associates, by
consensus, to conduct the assessments and support all accreditation activities.
Subsequent to the selection of the recommended firm, staff received notice from the
selected firm that they wished to change the name of the entity under contract with the
County from James Lee Witt & Associates to Witt Group Holdings, LLC. Accordingly,
there is a companion item on this agenda to affect that change with another open

contract with the firm and staff recommends that this contract be awarded to the newly
named entity.
FISCAL IMPACT: Full funding for this endeavor is available from previously awarded
Department of Homeland Security and Florida State grants.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management
Plan related to this action.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office and is legally sufficient for Board action —SRT.
RECOMMENDATION: Approve the award of RFP # 10 -5478 and the contract with Witt
Group Holdings, LLC and authorize the Chairman to sign the standard contract after
County Attorney approval.
