Recommendation to extend for six months Contract 07 -4168, Fixed Term
Professional Environmental Consulting Services.
OBJECTIVE: To maintain contracts for biological consulting services without service
interruption.
CONSIDERATIONS: On January 27, 2008, the Board of County Commissioners
awarded the referenced contract to Johnson Engineering Inc., Passarella & Associates
Inc. and Scheda Ecological Associates Inc. to provide environmental consulting
services for various County departments on an as needed basis.
The contract called for an initial two year period followed by two one year options to be
considered annually after the initial contract period. The first renewal of the contract
came due in January, 2010, at which time the Purchasing Department elected not to
renew the contracts with the firms listed above, but rather chose to extend the contract
for six months until July 27, 2010. This was done in anticipation of a new contract for
coastal and environmental engineering services that was being competed and
negotiated at that time. That contract was subsequently awarded by the Board in March.
In recent weeks, the Purchasing Department has received feedback from various using
departments who require the services of biologists and do not need the services of an
engineer for certain tasks. Purchasing staff has reviewed this information and concurs
that it would be in the County's best interest to continue to use this contract in addition
to the new environmental engineering agreements.
Accordingly, staff is recommending that the Board extend the referenced agreements
for six months, until January 27, 2011. Prior to that date, staff will competitively solicit
and bring a new contract to the Board for subsequent award.
FISCAL IMPACT: None directly associated with this action. It should be noted that the
rates under the existing contract are lower than the rates under the new engineering
environmental agreements.
GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management
Plan.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office and is legally sufficient for Board action —SRT.
RECOMMENDATION: That the Board of County Commissioners extend contract 07-
4168, "Fixed Term Professional Environmental Consulting Services" for six months with
Johnson Engineering Inc., Passarella & Associates Inc. and Scheda Ecological
Associates Inc.
