EXECUTIVE SUMMARY
Recommendation to award Bid #10.5508 "Tire Services" to Dan Callaghan
Enterprises Inc. dba Callaghan Tire and Wagner Tire dba Collier Tire & Auto
Repair with annual expenditures estimated at $30,000 for tire services and
$360,000 for new tire purchases.
OBJECTIVE: To facilitate continuous availability of County vehicles and equipment for
public services during normal operations and during emergency conditions.
CONSIDERATIONS: The Fleet Management Department out - sources most roadside
and heavy truck tire repairs and replacements. The vendors supplying these services
must have sufficient service trucks, equipment, and personnel based in Collier County to
meet timely tire service demands for the Collier County fleet at any location within the
County. The vendors must also be authorized dealers under the State of Florida Tires
Contract and /or the Florida Sheriffs Association & Florida Association of Counties Tires
and Related Services Bid and make tires available to the County at the prices stated in
those contracts. Tire requirements not available on either of those contracts may be
purchased from the awarded vendors at fixed discounts stated on their bid responses.
An Invitation to Bid was forwarded by the Purchasing Department to 44 vendors, with 24
of those vendors requesting bid packages. Four bid responses were received by the
June 8, 2010, bid opening date from Dan Callaghan Enterprises Inc. dba Callaghan Tire,
Wagner Tire dba Collier Tire & Auto Repair, Bridgestone America Tire Operations LLC
dba GCR Tire Center, and Florida Tire Supply Company. Both Callaghan Tire and
Collier Tire & Auto Repair met all requisite qualifications and bid specification
requirements, plus they are primary dealers for the common tires needed by the County.
GCR Tire Center of Fort Myers had no service base in Collier County. Florida Tire
Supply Company was considered non - responsive as they forwarded a tire price catalog
only.
FISCAL IMPACT: Funds for tire services and new tire purchases are budgeted annually
in the Fleet Management Fund 521 operating budget. Costs are estimated at $30,000
annually for tire services and $360,000 annually for new tire purchases.
GROWTH MANAGEMENT IMPACT: No growth management impact is involved.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's
Office and is legally sufficient. - JBW
RECOMMENDATION: That the Board approves award of Bid 10 -5508 "Tire Services"
to Dan Callaghan Enterprises Inc. dba Callaghan Tire and Wagner Tire dba Collier Tire
& Auto Repair.
