Agenda 07/27/2010 Item #16E 4Agenda Item No. 16E4 July 27, 2010 Page 1 of 4 EXECUTIVE SUMMARY Recommendation to authorize the Chairman to approve all budget amendments associated with Modification No. 5 to U.S. Fish and Wildlife Service (USFWS) Cooperative Agreement No. 401815J021 to fund habitat restoration within Pepper Ranch Preserve SSA -7 in the amount of $212,600 (of which, $75,000 will be reimbursed by USFWS). OBJECTIVE: To restore wildlife habitat within Pepper Ranch Preserve SSA -7 through the removal of invasive, exotic vegetation. CONSIDERATION: The Board of County Commissioners approved the acceptance of modification number five of USFWS Cooperative Agreement No. 401815J021 on June 22, 2010, Item 16E3. Modification number five provides funding for invasive exotic removal within SSA -7 of Pepper Ranch Preserve — a portion of the preserve that will not be utilized for County wetland or panther mitigation. Land management of Conservation Collier Preserves in perpetuity is required under Collier County Ordinance 2002 -63, as amended. FISCAL IMPACT: Collier County will receive $75,000 in reimbursable USFWS funds in FY10. A total of $137,600 - the required cash match ($75,000) and the additional funds necessary to complete the project ($62,600) - is available in Conservation Collier Land Management Fund 174 Reserves. Grant revenue will be recognized in Fund 703 Administrative Services Grants and the match will be recognized in Fund 704 Administrative Services Match. GROWTH MANAGEMENT IMPACT: The project will support Objective 7.3 of the Conservation and Coastal Management Element, which requires the County to continue to implement programs that conserve and protect endangered and threatened wildlife species. Specifically, fiscal year 2010 funding from both the Partners for Fish & Wildlife Program and the Coastal Program ufil enable Collier County to initiate and continue exotic plant removal within Zones 2 and 3 (totaling more than 475 upland acres) of the Pepper Ranch Preserve. Attachment C, including the Project Data Sheet & Maps describes work that will be accomplished under each Program's funding. The total amount of this award to date for this cooperative agreement is increased from $75,000 to $150,000 to reflect this modification. The Landowner's matching costs have been increased to $213,400 ($75,800 plus $ 137,600 for the Pepper Ranch Preserve projects). Article V., SCOPE OF EFFORT is revised to include Attachment C that describes activities funded under both the Coastal Program proposal as well as the Partners for Fish and Wildlife Program.
