EXECUTIVE SUMMARY
Recommendation to award Bid No. 08- 5011 -20, Repair of Four Sludge Presses at the South
County Water Reclamation Facility, to Mitchell & Stark Construction Co., in the base bid
amount of $281,550.00 for Project No. 73969, South County Water Reclamation Facility
Technical Support.
OBJECTIVE: The public purpose of this project is to maintain compliance with Florida
Department of Environmental Protection- issued permit conditions at the South County Water
Reclamation Facility ( SCWRF).
CONSIDERATIONS: The SCWRF is a 16- million gallon per day water reclamation facility
that treats wastewater from the South County service area. The SCWRF utilizes four sludge
presses in the treatment process. The purpose of Project No. 73969 is to repair the presses that
are critical components in the production of reclaimed water, and are essential for maintaining
compliance.
The four presses, manufactured by Komline Sanderson, have an average life expectancy of 7 to
10 years before repairs are necessary. Through a consistent and extensive preventive
maintenance program, presses number l through 3 have been in operation since 1991 without
requiring major repairs. Press number 4 has been in operation since 2004 and requires some
repairs, though not as extensive as those for presses number I through 3. The cost of replacing
the presses is approximately $275,000 each, or $1,100,000 for all four presses. Therefore,
repairing the presses is the best -value solution.
Request for Quote No. 08- 5011 -20 was posted on April 28, 2010, notices sent to all five (5)
contractors under this fixed tern contract. Three contractors downloaded the specifications; only
one quote was received. The qualified quote received is summarized in the table below

County staff determined the quote to be fair and reasonable and recommends awarding the
contract to Mitchell & Stark Construction Co., as the only responsive and qualified local bidder.
Mitchell & Stark Construction Co., did the installation of press number 4 in 2004 and, thus, has
the extensive knowledge required for these repairs.
FISCAL IMPACT: This project is consistent with the 2008 Wastewater Master Plan Update as
adopted by the Board on June 24, 2008, as Agenda Item l OG. Project No. 73969 is on page 3 of
5, line 101. Funding for this obligation is available in the FY 10 Capital Budget adopted by the
Board at a special meeting on September 24, 2009. The source of these funds is the Wastewater
User Fee Fund 414.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action —JAK.

GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.

The SCWRF has 4 sludge presses that are in need of repair. Komlin- Sanderson, the
manufacturer of the presses recently conducted an inspection of the 4 presses and generated a
list of the parts that would be required to repair these. The job entails the following tasks:
Task 1:
Supply and install parts specified in the attached quote for the four presses at the South County Water
Reclamation Facility; please refer to attached parts quote from Komline- Sanderson. Presses 1 -3 are
under job # S2984 (see pages 1 & 2 of parts breakdown) and press 4 is under job S3803 (see page 2
of parts breakdown). Order of parts installation will start with press 1, then 2, the 3 and finally 4.
Each press shall be completed and fully functional before work is begun on the next press. Only one
press is allowed to be down for repair at any given time. Please provide a quote for labor and
material costs for each of the presses. The County reserves the right to directly purchase the parts in
the attached quote and award any or all the press repairs as budget permits.
Task 2:
Owner's allowance of $5,000 T & M.
The County may elect, at its own expense, to have a factory certified rep present at start-up to
commission the equipment.
Please note that lead time for equipment shipment is 6 -8 weeks.
H. Specifications
Please refer to the attached Komline- Sanderson parts quote.
Order of parts installation will start with press 1, then 2, the 3 and finally 4. Each press shall be

to be down for repair at any given time. Please provide a quote for labor and material costs for

Substantial completion October 8, 2010 and Final Completion dates is October 22,
1010 respectively; however, these dates could be changed to later dates depending on
parts delivery and County budgets constraints.
III. Instructions
1. Complete Vendor's name, sign and date on all pages where so indicated. This will
constitute your acceptance of the specifications, terms and conditions as listed. If
taking exception to any part or section of this request for information /quotation, please
indicate such exceptions on a separate sheet entitled "Exceptions."
2. Your quote may not be accepted unless all requested information is furnished.
3. The Collier County Purchasing Department reserves the right to reject any and all
quotes.
4. All quotations must be made on the quotation form furnished by the County. No quote
will be considered unless the quotation form is properly signed.

6. Liquidated damages? None.
7. Performance and payment bonds shall be required if the lowest responsive quote
exceeds $200,000.
8. Payments will be made for articles and /or services furnished, delivered, and accepted, upon
receipt and approval of invoices submitted on the date of services or within six (6) months
after completion of contract. Any untimely submission of invoices beyond the specified
deadline period is subject to non - payment under the legal doctrine of "laches" as untimely
submitted. Time shall be deemed of the essence with respect to the timely submission of
invoices under this agreement.
