Agenda 07/27/2010 Item #16C 3Agenda Item No. 16C3 July 27, 2010 Page 1 of 5 EXECUTIVE SUMMARY Recommendation to award a contract for Request for Proposal No. 10 -5479, "Construction Engineering and Inspection Services for the North County Water Reclamation Facility Compliance Assurance Project," to Hole Montes in the time and materials not to exceed amount of $887,200.00 and approve a budget amendment, as Project 73950.1. OBJECTIVE: To provide expert construction engineering inspection services for the large compliance related project at the North County Water Reclamation Facility ( NCWRF) to ensure proper adherence to the contract documents and that the end result is a quality, best value project to serve our wastewater customers with full compliance, reliability, and sustainability. CONSIDERATIONS: On March 23, 2010, Item IOA, the Board awarded a construction contract for the NCWRF Compliance Assurance project (CAP) to D.N. Higgins in the amount of $8,683,000.00. In order to ensure that the County receives a $288,000 grant from the Big Cypress Basin Board for the completion of the full rubberized lining of Pond No. 2, the Board awarded the first four months of construction engineering and inspection (CEI) services to engineering firm Hazen and Sawyer, P.C. Staff assured the Board that the remaining twelve months of CEI services would be procured through the fully competitive Request for Proposal (RFP) process. RFP No. 10 -5479 was posted on March 19, 2010. 850 notices were sent out and 112 firms downloaded full document packages. Two responsive proposals were received on April 20, 2010, one from Hole Montes and the other from Camp Dresser McKee. The selection committee met on May 4, 2010 and by consensus selected Hole Montes to provide these required services. Hole Montes is highly qualified and is intimately familiar with the NCWRF. Staff has negotiated a fair and reasonable time and materials not to exceed contract in the amount of $887,200.00. Staff recommends award to Hole Montes. FISCAL IMPACT• Funding in the amount of $726,132.00 is available in, and is consistent with, the FY2010 Capital Budget approved by the Board on September 24, 2009 and as shown in Table 8 -2, Page 3 of 5, Line 90 of the 2008 Wastewater Master Plan Update adopted by the Board on June 24, 2008 as Agenda Item 10 (G). A budget amendment in the amount of $162,000 is necessary to provide the total funding of $887,200.00. The source of funding is Wastewater User Fees, Fund (414). LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office and is legally sufficient for Board action —SRT. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the viability of public facilities. RECOMMENDATIONS: Recommendation to award a contract for Request for Proposal No. 10- 5479, "Construction Engineering and Inspection Services for the North County Water Reclamation Facility Compliance Assurance Project," to Hole Montes in the time and materials not to exceed amount of $887,200.00, as Project 73950.1, authorize the Board's Chairman to sign the standard Agenda Item No. 16C3 July 27, 2010 Page 2 of 5 County approved agreement after County Attorney review, and approve a budget amendment in the amount of $162,000.00.
