Beck Inc., An SAIC Company; Malcolm Pirine, Inc.; SCS Engineers; and Brown and CaldwelL OBJECTIVE: Approve the award of Contract #10 -5485, "Engineering Technical Support and Financial Consulting Services for the Solid Waste Management Department' to the following firms: CH2M Hill, Inc.; URS Corporation South; R.W. Beck Inc., An SAIC Company; Malcolm Pirine, Inc.; SCS Engineers; and Brown and Caldwell, for professional engineering technical support and financial consulting services for Solid Waste Management Department projects. CONSIDERATIONS: The Solid Waste Management Department (SWMD) is committed to implementing the Board of County Commissioners approved Integrated Solid Waste Management Strategy (ISWMS), which provides for environmentally sound and cost effective solid waste management services for Collier County. The ISWMS consists of 32 individual projects within the four components of 1) Source Reduction, Materials Reuse and Recycling, 2) Diversion, 3) Optimizing Existing Assets and Resources, and 4) Obtaining Additional Facilities, which require continued development and implementation. The SWMD utilizes solid waste consultants with expertise in engineering technical support and financial consulting services to support the ISWMS. On April 12, 2010, a Request for Proposal (RFP) was issued. Notices were sent to 678 firms; 90 firms requested the full RFP package. Responses were received from 7 firms by the due date of May 14, 2010. The selection committee reviewed and ranked the following firms to be awarded a contract. 1. CH2M Hill, Inc. 2. URS Corporation South 3. R.W. Beck Inc., An SAIC Company 4. Malcolm Pirine, Inc. 5. SCS Engineers 6. Brown and Caldwell This is a fixed term contract that requires work orders to be issued for each assignment subject to the terms of the contract. The agreement is a two year contract with two, one year renewal options. No individual work order will exceed $200,000 unless approved by the Board of County Commissioners. FISCAL IMPACT: Funding for each work order assigned will come from the Solid Waste Disposal Fund 470, the Mandatory Trash Collection Fund 473, and /or the Solid Waste Capital Fund 474. Other departments will be able to utilize the contracts and all departments will not exceed budgeted funds. GROWTH MANAGEMENT IMPACT: There is no impact on the County's Growth Management Plan. RECOMMENDATION: Award Contract #10 -5485, "Engineering Technical Support and Financial Consulting Services for the Solid Waste Management Department" to the following firms: CH2M Hill, Inc.; URS Corporation South; R.W.
