EXECUTIVE SUMMARY
Recommendation to approve budget amendment to cover reimbursement of $200,000 for
infrastructure development costs to Florida Non Profit Services, Inc. for the rental housing portion
of the affordable housing project known as Esperanza Place, located in the Immokalee Community
Redevelopment Area at 2702 Immokalee Drive, Immokalee.
OBJECTIVE:
Recommendation to approve budget amendment to cover reimbursement of $200,000 for infrastructure
development costs to Florida Non Profit Services, Inc. for the rental housing portion of the affordable
housing project known as Esperanza Place, located in the Immokalee Community Redevelopment Area at
2702 Immokalee Drive, Immokalee.
CONSIDERATIONS:
During the June 10, 2008 regular meeting of the CRA Board, the CRA Board approved the commitment
of $300,000 from the CRA Trust Fund (Fund 186) for infrastructure improvements within the Esperanza
Place development for the rental housing portion to be executed by Florida Non Profit Services; provide a
total commitment of $300,000 ($100,000 of which is to be paid each year for three years) beginning in
FY 2009 and ending in FY 2011; and contingent upon delivery of a pro -fonna detailing all firm
commitment of funds for the project.
FISCAL IMPACT:
Sufficient budget exists in Capital Reserves Fund (186) to fulfill the commitment of funds agreement for
FY 10. Based upon the project schedule, this private remittance will total $200,000 for the current fiscal
year. The total commitment shall not exceed $300,000.
CONSISTENCY WITH GROWTH MANAGEMENT PLAN:
The Esperanza Place rental housing portion of the development furthers the programs and projects within
the budgetary and policy guidance and directives of the Community Redevelopment Agency and the
Board of County Commissioners in furtherance of Policy 4.2 of the Future Land Use Element of the
Growth Management Plan which reads in pertinent part as follows:
"The Immokalee Area Master Plan addresses conservation, future land use, population, recreation,
transportation, housing, and the local economy. Major purposes of the Master Plan are coordination of
land uses and transportation planning, redevelopment or renewal of blighted areas, and the promotion of
economic development."
LEGAL CONSIDERATIONS: This item presents no legal issues. - JBW
ADVISORY BOARD RECOMMENDATION:
During the regular February 20, 2008 meeting, the Immokalee Local Redevelopment Advisory Board
recommended to the Community Redevelopment Agency that authorization be given to support the
development of Esperanza Place; with a total commitment of $600,000 to be split equally between
Empowerment Alliance of Southwest Florida and Florida Non -Profit Services, Inc. the commitment was

to be awarded on a reimbursement basis of 5100,000 each for three years, contingent upon delivery of a
pro -fonna that details all fine commitment of funds to the prgject.
RECOMMENDATION:
That the CRA Board approves a budget amendment to move $200,000 from Capital Reserves Fund (186)
to Capital Outlay Fund (186) to cover reimbursement of $200,000 for infrastructure development costs to
Florida Non Profit Services, Inc.
