EXECUTIVE SUMMARY
Recommendation to accept an All -Way Stop Warrant Study and approve the installation
and operation of a 4 -Way Stop control at the intersection of Vineyards Boulevard at Arbor
Boulevard, at an installation cost of approximately $13,000.00 with an annual maintenance
cost of approximately $500.00.
OBJECTIVE: To request the Board accept an All -Way Stop Warrant Study and approve that a
4 -Way Stop control be constructed, activated and maintained at the intersection of Vineyards
Boulevard and Arbor Boulevard in accordance with any and all applicable Federal, State, and
County standards and specifications governing such traffic control devices.
CONSIDERATIONS: Florida Statute §316.006 provides that the County "may place and
maintain such traffic control devices which conform to the manual and specifications of the
Department of Transportation upon all streets and highways under their original jurisdiction as
they shall deem necessary... to regulate, warn or guide traffic." A traffic engineering study,
performed and approved by a Professional Engineer registered to practice in the State of Florida,
has concluded with the determination that the subject intersection meets the minimum warrants
for an All -Way Stop, as set forth in the Manual on Uniform Traffic Control Devices (MUTCD).
Staff of the County's Traffic Operations Section concurs with that determination and installation
of a 4 -Way Stop at this location is within Collier County Access Management Guidelines.
FISCAL IMPACT: Cost for the construction will include all pavement markings, all necessary
signs and solar powered flashing beacons on both approaches on Vineyards Boulevard. Costs
for pavement markings are estimated to approximately $1000 and will be installed by a county
annual contractor for pavement markings. All signs and the solar powered flashing beacons will
be ordered and installed by our Traffic Operations staff. Those costs are estimated to be
approximately $12,000. Upon inspection and acceptance, Collier County will be responsible for
the operation and maintenance of the signs, pavement markings and warning devices, at an
average annual maintenance cost of approximately $500. paid for through the normal Traffic
Signal Maintenance and Signal Section personnel funds in the annual Traffic Operations 101
Funds budget.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action —SRT.
GROWTH MANAGEMENT IMPACT: This action will result in no growth management
impact.
RECOMMENDATION: That the Board of County Commissioners accept an All-Way Stop
Warrant Study and approve that a 4 -Way Stop control be constructed, activated and maintained
at the intersection of Vineyards Boulevard and Arbor Boulevard in accordance with any and all
applicable Federal, State, and County standards and specifications governing such traffic control
devices.

All -Way Stop Warrant Study

The Traffic Operations Section of the Collier County Growth Management Division has conducted
an All -Way Stop warrant study at the intersection of Vineyards Boulevard and Arbor Boulevard.
The purpose of the study is to ascertain that if the intersection meets warrant requirements for a
multi -way stop installation which are set forth in the Manual on Uniform Traffic Control Devices
(MUTCD).
The MUTCD, prepared by the Federal Highway Administration, has been designated by the State
of Florida to govern placement and design of traffic signals, signs, and pavement markings on
public and private roads within the state.
Road Characteristics
Vineyards Boulevard is a two -way, 4 -lane urban roadway functionally classified as a urban
collector. The roadway connects Pine Ridge Road on its south end and Vanderbilt Beach Road on
the north end. The average daily traffic (ADT) is about 7200 vehicle per day and the posted speed
limit is 35 mph. It is a 4 -mile long road segment and the roadside developments are mainly
residential neighborhoods. There are traffic control signals at the Pine Ridge Road and Vanderbilt
Beach Road intersections. The study intersection is on Vineyards Boulevard at Arbor Boulevard
that is approximately 850 feet south of Vanderbilt Beach Road. Arbor Boulevard provides access
to the Vineyard Elementary School and Vineyard Community Park to the west.

Crash History
The intersection crash history has been reviewed for the past three years from 2007 to 2009. In
2007, there were 3 crashes recorded including 1 hit - fixed- object, 1 side -swipe and 1 right- angle.
In 2008, 3 crashes were reported including 1 run - off -road and 2 rear -ends. In 2009, there were a
total of 4 crashes including 2 hit - fixed- objects and 2 rear -ends. To meet the crash warrant for an
all -way stop, the MUTCD requires 5 or more crashes in a 12 -month period that are susceptive to
correction by an All -Way Stop application. The crash history of the intersection does not meet the
crash warrant requirement.
Intersection Sight Distance
An engineering field review has shown that the study intersection does not provide an adequate
intersection sight distance for the eastbound left -turn movement from Arbor Boulevard onto
Vineyards Boulevard. Due to the roadway curvature, the existing sight distance for the eastbound
left -turn is 255 feet, while the requirement is 411 feet (calculated) based on AASHTO "A Policy
on Geometric Design of Highways and Streets." The eastbound crossing traffic, after stopping,
cannot see the conflicting southbound traffic appropriately and is not able to negotiate the
intersection safely unless traffic on Vineyard Boulevard is also required to stop - -- Warrant
requirement for intersection sight distance (Option) is met.
Traffic Volume
A 24 -hour traffic volume count was performed on February 3, 2010. The data collected includes
traffic approaching both major and minor streets at the intersection. The information with the
highest hourly traffic volume has been abstracted in the following table:

MUTCD Minimum Volume Requirement for an All -Way stop sign installation:
1. The vehicular volumes entering the major street approaches (total of both approaches)
averages at least 300 vehicles per hour (vph) for any 8 hours of an average day, and

2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the
minor street approaches (total of both approaches) average at least 200 units per hour for
the same 8 hours, with an average delay to minor- street vehicular traffic of at least 30
seconds per vehicle during the highest hour, but
3. When the 85- percentile speed of the major street exceeds 40 mph, the minimum volume
warrant is 70% of the above requirements.
Analvsis:
A total of 11 hours met the 300 vph requirement on the major street (Vineyards Blvd.) and same
11 hours met the 200 vph requirement on the minor street (Arbor Blvd.). In addition, the traffic
delay at the minor street approach during the highest hour measured is 33 seconds, which exceeds
the required 30 seconds per vehicle set forth by MUTCD --- Warrant requirements for vehicular
volumes are met.
Conclusion and Recommendation
The study found the subject intersection meets sight distance warrant as well as traffic volume
warrants for a Multi -Way Stop application. Therefore, it is recommended to install All -Way Stop
signs for the intersection. The following actions are recommended:
1. Install a Stop sign and stop bar on Vineyard Boulevard both approaches.
2. Install a Stop Ahead warning sign on each direction (100 -150 feet from the stop sign).
3. Install "STOP AHEAD" pavement markings before the warning sign on each direction.
4. Refurbish the existing crosswalks of the intersection.
To enhance conspicuity, on all new Stop and Stop Ahead warning signs 2 orange flags should be
attached above the signs. It is further recommended that a solar powered flashing beacon be
installed for each approach on Vineyards Boulevard.
