Appointment of member to the Collier County Planning Commission
OBJECTIVE: To appoint 1 member to fulfill a remaining term that will expire on October 1,
2013, to the Collier County Planning Commission.
CONSIDERATIONS: The Collier County Planning Commission has I term expiring on
October 1, 2013. This 9 member committee assists in the formulation and review of the
Comprehensive Land Use Plan, Land Development Code, and amendments to both, and then
submits their recommendations to the Board for final decision. Members are required to file a
Form 1, Statement of Financial Interest each year with the Supervisor of Elections. Terms are 4
years. A list of the current membership is included in the backup.
David Wolfley resigned on May 28, 2010. A press release was issued and a resume was
received from the following interested citizen:

As noted in your memo of July 9, 2010, Diane Ebert is the only applicant that has applied to fill
the District 3 vacancy on the Collier County Planning Commission (CCPC). I have attached a
spreadsheet listing her occupation, educational background and professional experience
pertaining to this position.
In addition, Section 2 -1157 (CCPC Membership qualifications) of the Code of Laws and
Ordinances requires the members of the Planning Commission to be permanent residents and
qualified electors of Collier County. Diane is permanent resident of Collier County and she is also
listed registered voter.
This section also states that although no specific experience requirements shall be necessary as a
prerequisite to appointment, consideration shall be given to applicants who have experience or
who have shown interest in the area of planning, zoning, and related fields. Further consideration
in the appointment of Planning Commission members shall be made so as to provide the Planning
Commission with the needed technical, professional, business, and/or administrative expertise to
accomplish the duties and functions of the Planning Commission. Diane has had experience in the
area of planning and zoning.
Based upon the information contained in her application, she is qualified to serve on this advisory
board.

This 9 member committee was created by authority of Chapter 67- 1246, Laws of FL. On
09/03/85 the BCC adopted Res. No. 85 -190, expressing intent to consider an ordinance
consolidating functions of Coastal Area Planning Commission and Immokalee Area Planning
Commission into CCPC. On 09/24185, Ord. No. 85-51 created the CCPC, which was repealed by
LDC Ord. 91 -102. This committee assists in the formulation and review of the Comprehensive
Land Use Plan, Land Development Code, and amendments to both, and then submits their
recommendations to the Board for final decision. Members are required to file a Form 1
Statement of Financial Interest each year with the Supervisor of Elections. Terms are 4 years.
On 1 -6-03 at an LDC Mtg the BCC amended the LDC (sec. 5.2.3.2) to include a member of the
School Board. The BCC determined on 10114/03 that they will be a non - voting member.
