Meeting was called to order by Chairman Donna Fiala at 2:03PM. Roll call was taken with David Loving being excused due to recent heart surgery. A quorum was established. 2. Pledge of Allegiance was said. 3. Changes and Approval of Agenda: Commissioner Henning moved to approve. Seconded by Commissioner Halas. Carried unanimously 4. Review of 2004: A. Year End Report - Given by Jack Wert in a Power Point presentation, It has been a very successful year and looking forward to the continuation of that into the coming year. (Reference Power Point Presentation) Mr. Hendel- What is to be done about full time residents' complaints against everything being packed? Mr. Wert- A lot of the problem is due to part time residents not the tourists. Debi DeBenedetto Tourist Sales and Marketing Manager (Continuation of Power Point Presentation) Along with outlined duties part of her job is to travel to trade shows and set up booths. Maggie McCarty Collier County Film and Entertainment (Continuation of Power Point Presentation) JoNell Modys Tourism Public Relations and Communications (Continuation of Power Point Presentation) Mr. Wert- Thanked staff Ron Hovell, review of Project Budgets and their status (Continuation of Power Point Presentation) B. Marketing Report - Cedar Hames Dave DiMaggio (Power Point Presentation) The presentation is based on research and results. This area was defined as unique and declared as Florida's Last Paradise. There has been a terrific response to this message. (Booklets and Cards were passed out) There has been a record-breaking bed tax collection. Page 2 December 1 7, 2004 5. Pass and Inlet Management Projects Ron Hovell (Presentation given in Power Point) The list in the presentation is not entirely comprehensive, it does not include the City of Naples Ron Pennington, Chairman of Collier County Coastal Advisory, Chairman of Moorings Bay Special Taxing District- Wigging Pass needs to be dredged. There isn't a structure to examine the passes. It has been recommended to set up a comprehensive plan. At Moorings Bay tax district, all those around the Bay were taxed to cover maintenance. (Information provided in hard copy) The proposal recommendation is as written out in the packet with review of each pass. Concurrence of the Board to create proposed procedure for each of the passes is needed. Commissioner Henning- Some passes are difficult to navigate and that is just the way it is. There isn't enough funding in the state of Florida to maintain the passes. There could be someone to determine if shifting is happening. There needs to be an understanding of the priorities. Mr. Pennington- It is part of the beach restoration since this is where the sand for the beaches comes from. Mr. Tucker- Funding is a big issue. CAC can continue with analysis and have the County inform the areas that they can have additional taxes to handle the issue. Mr. Pennington- When the MSTU was implemented the non-boaters felt very good because they lived on the Bay. Commissioner Halas- Storms and high winds can undo work already done. If it continually needs to be dredged then it is not the funds from the TDC that need to support it. Mr. Pennington- CAC can look, evaluate and make recommendations. FEMA also reimburses some of the destruction done by hurricanes. Commissioner Coyle- There are two issues being discussed. All inlet waterways know they are responsible for maintenance. They must get permits that are set up by the State and Federal Governments. If the CAC is asking to be advised, and the evaluation would Page 3 December 1 7, 2004 include a cost evaluation along with being within the TDC then authorization is suggested. Heads nodded in agreement. Mr. Sorey- It was discussed at the CDC in the city and is understood. Wiggins pass was on schedule to be dredged this year. The County should have a group set up to look at the waterways. Commissioner Colletta- (Whose head did not nod in agreement) Is the issue being discussed that the funding possibilities by the users of the area is going to be looked at? Mr. Pennington- The passes that are currently being funded are the ones to be looked at. B. Discussion to the Tourist Tax Ordinance Mr. Wert- (Reference to the "Proposed Redistribution" work sheet) The redistribution of the funding is to invest the money to promote the summer months. Mr. Sorey- Concerned about depleting Category B funds. Data analysis needs to be done. Commissioner Coyle- Who makes the decision to reallocate the funds? Mr. Wert- It will always come before the County Commissioners. Commissioner Coyle- There needs to be trend lines and performance measurements, not activity in order to understand what action needs to be taken. Mr. Wert- Some trend lines exists already due to the fact that advertising has only been done in the South East Coast of Florida. Commissioner Henning- $400,000 was allocated, and this is our fruit. Promotions should be bolstered, since it will bring funds for others. Jack should be allowed to prove it to the Committee for 2005. The part time people will also benefit from a boost of year round employment. Commissioner Colletta- A cost analysis is very valuable. There aren't enough facts to make a discussion. Commissioner Halas- Once the information comes back, it will probably be found that it will be a benefit. Mr. Wert- The C-l category is County owned, while C-2 is non-County owned. C-I will increase and C-2 will decrease. Page 4 ",._.~,._,- December l7, 2004 Mr. Dictor- Concurs with Mr. Henning. This is an investment that will grow all other categories. Commissioner Coyle- Beach renourishment is also an important issue. Mr. Sorey- Concerned about the funds being withdrawn from Category A Mr. Wert- For clarification, the money is not being taken away; the extra is being invested, so that all categories have more for the following year. Commissioner Fiala- There is a fine internet web site. It is a smart marketing Committee. Commissioner Halas- Category A funds need to be kept where they are, just cost switching between C-l and C-2. Commissioner Fiala- TDC will come back with a recommendation. Speakers- Ron Pennington- Ifit was not for the beaches there wouldn't be a TDC. The Ordinance says Category A is of the highest importance. (Review of funding history) Molly Reid, Friends of Collier County Museum- Would like to extend a note of gratitude since the County Museum now has the ability to become world class. Direction given. 8. Announcements: Commissioner Henning- There is a workshop next month for funding not for profit. If the tax- payer's money is going to a non-profit organization then they won't donate. Asked the board to delete the non-profit workshop. Commissioner Colletta- Because it has already been agreed to he is still willing to do it. Commissioner Fiala- There are about 50 charities preparing for this workshop. There are 430 non-profits in the communities not to mention all of the Churches and the Hospitals. If all of these are funded the tax rate will up. Commissioner Fiala- A letter can be sent out that the majority of the Commissioners are not going to be able to do the workshop (Commissioner Fiala agreed to write it.) 9.
