RECOMMEND APPROVAL OF THE USE OF CONFISCATED TRUST FUNDS FOR
SUPPORT SERVICES TO ASSIST IN THE RECOVERY OF MISSING/ABDUCTED
CHILDREN.
OBJECTIVE: To seek appropriation from the Confiscated Trust Fund of $20,000.00 for support
services to assist in the recovery of missing/abducted children.
CONSIDERATION: The National Center for Missing & Exploited Children (the National Center) by
virtue of Section 932.7055 (5) (c) I Florida Statutes is seeking Board authorization for the appropriation
of funds for support services to assist in the recovery of missing/abducted children. The National Center
has applied to the Sheriff for appropriation. The Sheriff's Office requests Board approval to appropriate
$20,000.00 to support the National Center's program in Collier County. The mission of the National
Center is to help prevent child abduction and sexual exploitation, help fmd missing children, and assist
victims of child abduction and sexual exploitation, their families, and the professionals who serve them.

Some of the purposes of the National Center are to:
a. Serve as the national resource center and information clearinghouse for missing and exploited
children.
b. Operate a national 24-hour toll-free hotline to intake reports of missing children and receive leads
about ongoing cases.
c. Operate the CyberTipline, the "9-1-1 for the Internet", that the public and electronic service
providers may use to report Internet-related child sexual exploitation.
d. Coordinate public and private programs that locate, recover, or reunite missing children with their
families.
e. Provide technical assistance and training to individuals and law enforcement agencies in the
prevention, investigation, prosecution, and treatment of cases involving missing and exploited
children.
The National Center, through the Sheriff's Office, requests $20,000.00 from the Confiscated Trust Fund
to be used to support their purposes. This support will benefit Collier County's missing/abducted
children and their families.
FISCAL IMPACT: A budget amendment is needed to appropriate a remittance to the National Center
of$20,000.00 and to reduce the Confiscated Trust Fund.
GROWTH MANAGEMENT: No recurring costs for subsequent years.
RECOMMENDA nON: That the Board of County Commissioners approves the budget amendment for
the use of funds for support services to assist in the recovery of missing/abducted children.

Dear Sheriff Rambosk:
The purpose of this note is to request your favorable consideration for
funding of the National Center for Missing & Exploited Children, Naples
Branch Office, in the amount of $20,000., U.S.C.
As you know, the National Center has established only nine (9) branch
offices nationally to serve a limited number of population centers. The
branch offices are designed to be self supporting through the communities
they serve. The Naples Branch Office was opened in 2005 and has served
this county for approximately five (5) years. Our services are focused on
child protection and rescue operations generally supporting law
enforcement and families affected by the attacks on our youth by identifying
best practices for agencies that have the responsibility and jurisdiction in
incidents involving our youth.
Local services to Collier County have included frequent and extensive
education programs to educators, school administrators and our school aged
youth, oriented to prevention strategies to prevent exploitation and harm to
youth. Prevention services have also extended to child care facilities
throughout our county. As a resource to parents and as an aid in any
abduction or missing child rescue / recovery efforts we have conducted
numerous free biometric child identification events to create digital photos
and fingerprint cards for parental safekeeping to aid in recovery and rescue
operations in the event that we suffer the trauma of child abduction.
We appreciate your entertaining this request. Please let me know if there is
any further action required of this office to perfect this request.
