Recommendation to approve a grant application for the United States Department
of Justice, Office of Community Oriented Policing Services (COPS) Technology
Program in the amount of $800,000.
OBJECTIVE: To approve an application for the United States Department of Justice,
Office of Community Oriented Policing Services (COPS) Technology Program funding
award as specified in the Omnibus Appropriations Bill for Fiscal Year 2010 (Public Law
111-117).
CONSIDERATIONS: In the fall of 2008, staff of the Emergency Management
Department met with representatives of The Ferguson Group to discuss an update on
the public safety technology equipment for the Emergency Operations Center (EOC).
The Ferguson Group representatives professionally evaluated the community need and
funding potential of the project. Based on opportunities available, the EOC project was
recommended as one of nine (9) projects for Collier County's Fiscal Year 2010 Federal
Legislative Agenda. The Board of County Commissioners approved this project on the
Collier County Fiscal Year 2010 Federal Legislative Agenda on January 13, 2009.
This allocation was approved as part of the Omnibus Appropriations Bill for Fiscal Year
2010 (PL 111-117) on December 16, 2009. Upon notification of the approval of the
federal award for the EOC, staff received application forms to formally apply for the
grant. Following review and processing of the application, the COPS office will send an
award package that will require subsequent review and approval by the Board of County
Commissioners.
Funding will pay for public safety technology equipment, including digital information
systems and software, mobile radio equipment, and uninterrupted power supplies for
the Emergency Services Center (ESC) and EOC. The COPS Technology grant is for
three years and there is no match requirement.
FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary.
There is no match requirement for this grant.
GROWTH MANAGEMENT IMPACT: There is no growth management impact
associated with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office and is legally sufficient-JBW.
RECOMMENDATION: That the Board of County Commissioners approves submittal of
an application for the United States Department of Justice, Office of Community
Oriented Policing Services (COPS) Technology Program funding award as specified in
the Omnibus Appropriations Bill for Fiscal Year 2010 (P.L. 111-117).

Need for Federal Assistance
Collier County, Florida consists of approximately 2,020 square miles of territory in Southwest
Florida. Our community is particularly vulnerable to natural disasters such as hurricanes,
tropical storms, tornadoes and wildfires as well as other emergency situations such as terrorism
and mass migrations. The threat of civil disturbance and crime that can result from these
situations can be significant not only to this community but the other surrounding communities
such as Ft. Myers to the North and Miami and Ft. Lauderdale to the East. The Collier County
Government has financially stretched itself to the limit providing the necessary funding for a new
facility (Emergency Services Center - ESC) that is both survivable and designed to accommodate
all of the key people and organizations required for public safety in the County, While the ESC
has the requisite equipment necessary to meet all certification and basic operational
requirements, additional communications equipment, which will facilitate some Law
Enforcement activities including Community Policing before, during and after county-wide
emergencies such as hurricanes, tornadoes and Homeland Security issues is also needed. The
new ESC, which includes the County's new 911, Dispatch Center and a Sheriffs Sub-Station as
well as the County's Emergency Operations Center (EOC) and Emergency Management
Department is a significant expansion and technical update to the existing facilities. While the
new project has provided for all of the major technology infrastructure, the current economic
slowdown has caused a budgetary short-fall which has left the requested equipment (peripherals
and local infrastructure) unfunded and unscheduled. Without Federal funding this important
community policing project cannot be completed by Collier County.

Executive Summary:
This project will provide information sharing, connectivity, backup power and communications
technology to the new Collier County Emergency Services Center (ESC), primarily in the
Emergency Operations Center (EOC) which is contained within the ESC public safety facility.
Collier County is located in Southwest, Florida and is comprised of 2,020 square miles of
territory and a permanent population of approximately 340,000 people. The EOC is the central
operations center during disasters and emergencies for the community, which includes; three
municipalities (the City of Naples, the City of Marco Island and Everglades City), as well as two
tribal entities (Miccosukee and Seminole) and the community of Immokalee. The established
protocol for emergency operations in Collier County is a unified structure that focuses on
centralized coordination between the County Government, Municipalities and Tribal authorities

utilizing the Emergency Support Function (ESF) framework, within the National Incident
Management System (NIMS). Key to this operational system is the ability to quickly and
reliably pass information and communicate between emergency responders and other public
safety and infrastructure professionals, as well as State and Federal authorities. Because the

County has several independently elected officials and groups who are responsible for law
enforcement, public safety and health and welfare in general it is critical to have this type of
centralized EOC function, with the ability to quickly and efficiently pass information and
collaboration, The EOC itself is comprised of 60 + workstations surrounded by multiple
breakout/conference rooms, a telephone information center, emergency broadcast studio and
media/press area. The EOC is co-located with the county's communications, 911 and dispatch
center, a Sheriffs sub-station and the county's Emergency Medical Services (EMS) offices.
Each workstation is designated for use by key individuals or functions during an emergency or
disaster and communications and information sharing are extremely important to their duties and
our ability to incorporate critical information to community policing. The ESF 16 (Law
Enforcement) is present within the EOC and is central and prevalent to all activities, improving
the ability to pass and integrate information within the EOC and to the co-located 911
communications center, as well as the officers and emergency responders in the field is the
central purpose of this funding request. Current county funding provides for very limited digital
information sharing capability and connectivity technology in this area. The technology funding
being requested in this grant, and detailed in the budget narrative, will provide a modern
information sharing and display technology, P-25 compatible radio sets and back-up power UPS
redundancy to operational equipment required in emergency situations. While this EOC project
is functionally county-wide, it also very directly improves and assures law enforcement activities
including crime prevention. Disasters, such as hurricanes, present a very challenging situation
for a county such as ours, and the continuity of law enforcement activities with all government
services is paramount to limiting the loss of life and property and the speedy recovery of all
community activities. Presently, the EOC will only have a limited primary and redundant
capability to pass information and communicate between agencies such as Fire, EMS, local
police, municipalities and our Sheriffs Office, State law enforcement and Federal entities. The
technology outlined in this project will provide the missing connectivity and redundancy pieces,
which together with the County's new ESC facility will ensure a public safety system that will
greatly improve the ability for information and communications to be passed between all
pertinent agencies.

Project Description
A. Problem Identification and Justification: During emergency and disaster situations within
Collier County, it has become increasingly challenging to pass information and communicate
between public safety entities as the county population continues to grow and as requirements
increasingly require technology to address community safety issues. Law enforcement and
community policing are key elements which need to be better integrated into the County's other
Emergency Support Functions (ESF). In 2007 Collier County began construction of a state-of-
the-art Emergency Service Center (ESC), which centralizes all of the critical public safety
agencies into a disaster resistant facility. This facility has now reached its initial operational
status. Included in this facility are both law enforcement and emergency services agencies, as
well as an Emergency Operations Center (EOC). One of the identified public safety
shortcomings realized from past county emergencies and disasters was the lack of an adequate
EOC facility. This has now been addressed by the county leadership through the approval,
design and funding of the new ESC facility. While the ESC facility provides the needed space,
security and disaster resistance improvement; it still lacks adequate and necessary equipment
that can pass digital information such as computers, information displays, uninterrupted power
systems and P 25 compatible radios to effectively communicate and pass information between
the EOC, and the 911 communications center in a manner most effective to maximize our
interface with law enforcement in areas such as community policing.

C. Equipment Technolo1!V
20 x P7350 800 MHz Portable Radio Sets (P-25 Compatible)
These P-25 technology 800mHz radios will provide field and static systems which are
P-25 compatible between the Emergency Operations Center (EOC), law enforcement
agencies and the Community Policing units in the field. These new systems will provide
interoperability with all nodes within the radio dispatch system, including mutual aid
assets who may be supporting the county. Sets include hand-held units, programming
and required accessories. These portablc radio sets will greatly improve communications
and information interoperability among the Emergency Support Functions (ESF), first
responders and all law enforcement agencies associated with a given disaster or
emergency.
Total Portable Radios $ 92,500.
20 M7300 800 MHz Mobile Radio Sets
These P-25 technology 800mHz radios will provide field and static systems which are
P.25 compatible between the EOC, law enforcement and the Community Policing units

125KW - 250KW APC Scalable Uninterrupted Power Supply (UPS)
This UPS system will provide fault tolerant power to the EOC Data Center that supports
the 91l1Communications Center and other County emergency operations at-large. The
Data Center currently has dual AC units and back-up power generators but relies on an
insufficient single UPS system. The current UPS creates a potential single point of
failure and a resulting cascade failure for communications, information system and
emergency operations. The second UPS system will allow us to cable all systems with
multiple power supplies to separate UPS systems. The alternate power connection will
continue to provide conditioned power in the event that one unit fails. This system will
provide back-up power, redundancy and reliability to the switching equipment and
information systems which service the EOC workstations computers. EOC information
sharing equipment (which send information to the 91l1Communications Center and field
units). This UPS system specifically provides back-up power, redundancy and reliability
during power outages which are a key concem to our community law enforcement
agencIes.
Total UPS $ 232,604.
EOC/ 911 Center Information Sharing System, Software and Equipment.
This information system will provide an integrated digital collaboration capability
between personnel in the EOC, the 91 IICommunications Center and the law enforcement
and first responders in the field, This system will includes; 2 matrix & 2 LCD digital
displays for the 911 center which will be integrated into the EOC information matrix, a
BiAmp digital communications system, digital audio visual upgrades and reprogramming
to the existing Crestron system (to provide data to 911/Communications center), 4 HP
rack computers for signal management, MA V Plus 2424V & Crosspoint 450 audio
equipment to add capacity to the existing broadband system (to provide information to
the Communications Center) and the associated design, engineering and installation. This
system will integrate and expand the existing Crisis Information Management Software
(CIMS) - which includes existing WEB EOC software and programmatics, as well as a
wide-array of other digital information products (GIS, helicopter down-link, traffic
operations, etc.) and will complete and modernize the CIMS/information sharing with all
of our emergency response and community oriented policing programs and partners.

I am writing to express support for the proposed 2010 Department of Justice, Community Oriented
Policing Services (COPS) Technology project application. The proposed project for equipment and
upgrades for the Emergency Services Center and entities assigned there is in keeping with the
needs of this Department and requirements to meet radio compatibility requirements. The Project
25 land mobile radio (P-25) equipment being proposed will greatly improve the county's capabilities
both within the Emergency Services Center and with the Sheriff's Law Enforcement commitment to
Community Oriented Policing.
This funding will provide equipment and capability that would not be othelWise available to
accomplish important disaster and law enforcement missions.

Dear Grant Review Committee:
As Chief of the Administration Department for the Collier County Sheriffs Office, I
want to express our agency's full support for the proposed 2010 Department of
Justice, Community Oriented Policing Services (COPS) Technology project
application. The proposed project will improve the information sharing capabilities
between the Collier County Emergency Operations Center (EOC) and the
911/Communications Center. This capability was not available when the joint EOC
and 911/Communications Center was originally designed in 2004. If this proposed
project is funded, recent advances in technology and software will allow for a vast
improvement to the information sharing capability between Emergency Services and
First Responders (CCSO Helicopter Downlink, Traffic Intersection video feed, School
Cameras and any information available to the EOC). Additionally, radio equipment in
this proposal will also greatly improve the county's capabilities to conduct Community
Oriented Policing.
This funding will provide much need equipment and information sharing capabilities
that would not otherwise be available to accomplish important disaster and law
enforcement missions.
