EXECUTIVE SUMMARY
Recommendation to award Request for Proposal (RFP) 10-5481 for Fencing
Installation and Repair to three vendors: Carter Fence Company, Inc., Gateswork,
Inc., and FA Remodeling and Repairs, Inc. in no particular order. Estimated annual
expenses are $175,000,
OBJECTIVE: To provide resources for new fence installations and repairs to existing
fences for County departments including, but not limited to Facilities, Parks and Recreation,
Public Utilities, and Growth Management.
CONSIDERATION: On an annual basis, the County spends approximately $175,000 in
new fence installation and repairs including, but not limited to fencing around and near
treatment plants, roads, ballfields and equipment.
In conjunction with staff from the Facilities Management Department, the Parks and
Recreation Department, the Public Utilities Division and the Growth Management Division,
the Purchasing Department developed the scope of services for fencing installation and
repairs, and posted a RFP on April 12, 2010. Email notifications were sent to 254
addresses; 71 email addresses requested the specifications; and on May 13111, 2010,
proposals from six (6) companies were opened.
The Selection Committee met and evaluated the six firms based on experience and
capacity, labor hours and cost of service to the County, the firm's qualification, customer
references, and local vendor preference. The committee ranked the firms in the following
order:
1. Carter Fence Company, Inc.
2. Gateswork, Inc,
3, FA Remodeling and Repairs, Inc.
4, Arc Tech Construction by Design, Inc, (dba Fence Designs by Arc Tech)
5. Complete Highway Improvement, Inc, (CHI)
6. Tarpon Bay General Contracting, Inc.
After deliberation, the committee recommendsseiecting the following three firms in no
particular order:
. Carter Fence Company, Inc
. Gateswork, Inc
. FA Remodeling and Repairs, Inc
For purchases estimated to be less than $50,000 per order the department may select one
of the awarded vendor(s), quote out the work among all awarded vendor(s), or
competitively solicit for new quotes,

For purchases estimated to be greater than $50,000 per order and less than $200,000 per
order the department may quote out work among the awarded vendor(s), or, may conduct a
separate new solicitation.
FISCAL IMPACT: Funds are available in department budgets.

and is legally sufficient for Board action. - CMG
RECOMMENDATION: That the Board awards RFP 10-5481 Fencing Installation and
Repair to the following companies: Carter Fence Company, Inc" Gateswork, Inc., and FA
Remodeling and Repairs, Inc, and authorizes the chairman to sign the standard, County
Attorney approved contract.
