Agenda 06/22/2010 Item #16C 5 Agenda Item No. 16C5 June 22, 2010 Page 1 of 7 EXECUTIVE SUMMARY Recommendation to provide increased recycling services and household hazardous waste collection in North Naples by (1) authorizing staff to design and build a North Naples Recycling Center at a cost of $1,600,000; and (2) approve the acquisition of 1 acre +/- of land from the Collier County Water-Sewer District by the Solid Waste Management Department at a cost of $414,000 for the construction of the recycling center; and (3) authorize the necessary budget amendment. These actions will save valuable airspace, comply with the County's Growth Management Plan, and the Integrated Solid Waste Management Strategy by diverting recyclable materials from the landfill and protecting our natural resources. OBJECTIVE: The public purpose is to provide a conveniently located recycling center in northern Collier County for residents and small business owners to dispose of their recyclables and household hazardous materials to protect the environment and preserve valuable landfill airspace. CONSIDERATIONS: The Solid Waste Management Department (SWMD) is responsible for ensuring that the Collier County Landfill ("Landfill") has sufficient capacity available for the disposal of all municipal solid waste generated throughout the county. The Integrated Solid Waste Management Strategy approved by the Board of County Commissioners (Board) on December 5, 2006, includes components related to: increasing source reduction, materials reuse, and recycling; diversion; optimizing existing assets and resources; and obtaining additional facilities. Based on the past successful development of the Marco Island Recycling Center, the SWMD finds that developing additional recycling centers in areas convenient to the public is a best value solution that will increase recycling and household hazardous waste collection and, in return, saving valuable landfill airspace and protecting our environment from illegal dumping. The new North Naples Recycling Center will be located on a one-acre +/- lot located on the west side of the Collier County Water-Sewer District-owned and operated North County Water Reclamation Facility (NCWRF) just south of the intersection of Goodlette Frank and Immokalee Roads. Access to the site will be from Goodlette Frank Road. The recycling center will not interfere with current or future planned operations of the water reclamation facility. The North Naples Recycling Center will be modeled after the Marco Island Recycling Center, which has been recognized as a best-in-the-nation recycling facility for its ability to serve the community through recycling and the protection of the enviromnent. The new North Naples facility will provide increased recycling services for that community by providing a convenient collection center for recyclable materials and household hazardous wastes including batteries, florescent light bulbs, used oil, herbicides, pesticides, tires, and many other hazardous materials. All materials will be properly housed and packaged for recycling and final disposal. It is estimated that the North Naples Recycling Center will collect and ship out over 600 tons per year of recyclable and household hazardous materials (based on current recycling operations). The investment in the North Naples Recycling Center will save taxpayer funds by lessening our dependency on the Collier County Landfill and extend its life cycle. By diverting valuable recyclables to available markets, the county will recognize additional revenue to help offset disposal cost for other materials. Agenda Item No. 16C5 June 22, 2010 Page 2 of 7 The entire NCWRF site, including the area planned for the construction of the North Naples Recycling Center is zoned I-Industrial that allows as a permitted use the local collecting and transporting of refuse, without disposal (SIC code 4212). The operations of the planned recycling center are consistent with this zoning requirement. The Solid Waste Management Department maintains a very strict and comprehensive good neighbor policy. This new facility will not negatively impact the residents of North Naples, but rather will enhance their ability to protect their environment by properly disposing of household hazardous waste materials and increasing recycling. With Board approval, staff will provide public presentations to the homeowners' associations adjacent to the site to educate and inform them of the availability of this new facility. Note that the Solid Waste Management Department has not received any complaints related to noise, odor, or other operations related to the Marco Island Recycling Center or its other recycling facilities. Most importantly, this new recycling center will further enhance the recycling rates for Collier County. This year, the Florida legislature passed a new statute that requires increased recycling by municipal governments. As outlined in Florida Statute 403.7032(2), "by the year 2020 the long-term goal for the recycling efforts of state and local govermnent entities, private companies and organizations, and the general public is to reduce the amount of recyclable solid waste disposed of in waste management facilities, "landfills," or incineration facilities by a statewide average of at least 75%." This statute is consistent with the Board approved Integrated Solid Waste Management strategy which calls for increased recycling countywide. Real Property Management's staff appraiser has valued the one-acre +/- lot at $414,000 based on current market data. FISCAL IMPACT: Total cost of land, design, permitting and construction of the new North Naples Recycling Center is estimated at $2,014,000 as follows: Property Acquisition from NCWRF Design, Permitting, and Construction costs Total cost of Recycling Center $ 414,000 $1.600.000 $2,014,000 The total amount of funding and budget amendments (BA) needed to move the required funding into the North Naples Recycling Center project 70013 as follows: North Naples Recycling Center (existing budget) BA to reduce Reserves BA to reduce Landfill Airspace Recovery Project 59015 Total amount of funding $1,040,000 $ 674,000 $ 300.000 $2,014,000 The county will avoid disposal cost by not burying materials in the landfill as well as saving that airspace for future disposal needs. Illegal dumping of household hazardous waste will be reduced or avoided providing tangible and intangible benefits to Northern Collier County and our environment. GROWTH MANAGEMENT IMPACT: The construction of a North Naples Recycling Center is in compliance with the county's Growth Management Plan. The Solid Waste sub- elements of the Plan promote measures that will increase recycling in Collier County. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office and is legally sufficient. - JBW RECOMMENDA TIONS: That the Board of County Conunissioners: 1) Authorize staffto design and build the North Naples Recycling Center. 2) Approve the acquisition of the Property from the Collier County Water-Sewer District to the Solid Waste Management Department. 3) Approve the Statutory Deed and authorize the Chairman of the Board to execute the Statutory Deed and any other documents necessary for the conveyance of the Property, once they have been received and approved of by the County Attorney's Office; and direct the County Manager or his designee to proceed to follow all appropriate closing procedures and to record the Statutory Deed in the Public Records of Collier County, Florida. 4) Authorize the necessary budget amendment.
