EXECUTIVE SUMMARY
Recommendation to award a construction contract to C. W. Roberts Contracting, Inc. for the
Greenway Project running along the FPL easement between Rattlesnake Hammock Road and
Radio Road, Bid No. 10-5496. Project Nos. 60087 and 69081, in the amount of $586,956.
OBJECTIVE: To award a construction contract to C. W. Roberts Contracting, Inc. for the
Greenway, a multi-use pathway from north of Rattlesnake Hammock Road to Radio Road along the
FPL easement, Bid No.1 0-5496.
CONSIDERATIONS:
In 2003, the Transportation Planning Department completed a North-South Corridor Study
attempting to find a roadway alignment that would help traffid10w in the area basically bordered by
Radio Road, Rattlesnake Hammock Road, Airport-Pulling Road and Santa Barbara Boulevard. The
Board, in April of that year, opted for the "No-Build" alternative. One of the alignment options
reviewed in the study was along the Florida Power and Light easement between Radio Road and
Rattlesnake Hammock Road, which could have been a southern extension of Livingston Road.
Since the roadway alignment would not proceed, the option of installing a b'1'eenway along the
corridor was born.

In 2008, planning staff compiled a list of proposed pathways that would utilize the Payment-in-Lieu
funding, which was supported by the Pathways Advisory Committee and presented to the Board on
December 16, 2008. This project, the Greenway, was one of the projects on the proposed list. It was
therefore designed and pennitted and is now ready for construction.
The Greenway will be a 12' wide multi-use asphalt pathway from north of Rattlesnake Hammock
Road to Radio Road along the FPL casement. The length of the project is approximately 2.6 miles.
The project will not include any lighting and the only landscaping, including fencing and minimal
planting, will be along the Moon Lake property as negotiated in its purchase agreement.
On April 21, 2010, the Purchasing Department sent 1,180 notices to vendors for Bid #10-5496; 163
packages were picked up. A non-mandatory pre-bid meeting was held on May 10, 2010. Thirteen
bids were opened on May 25,2010, which are as follows:

C.W. Roberts Contracting, Inc. submitted the lowest quote for this project in the amount of
$586,956. The Engineer's opinion of probable construction cost for this project was $586,500.
Therefore, we recommend that the Work Order be awarded to C.W. Roberts Contracting, Inc.
FISCAL IMP ACT: Funds in the amount of $586,956.00 were made available through Payment
in Lieu and deposited into the Transportation Supported Gas Tax Fund 313, Project 60087 in the
amount of $458,920.27 and Project 69081 in the amount of$128,035.73.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action -- SRT.
GROWTH MANAGEMENT IMPACT: The proposed improvements have no impact on the
Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approve: 1) the contract
with C.W. Roberts, Inc. for construction of the Greenway, and 2) authorize the Chainnan to
execute the standard contract after review by the County Attorney's Office.
