EXECUTIVE SUMMARY
Recommendation for the Board of County Commissioners to recognize FY 2009/2010
Federal Transit Administration Section 5311 additional revenue in the amount of
$43,620.00 to Collier Area Transit Fund (426) and approve the necessary budget
amendments.
OBJECTIVE: To recognize FY 2009/2010 Federal Transit Administration Section 5311
additional revenue in the amount of $43,620.00 to Collier Area Transit Fund (426) and approve
the necessary budget amendments to offset operations of the Immoka1ee Circulator.
CONSIDERATIONS: During the January 29, 2008 BCC meeting Item 16B3, a Joint
Participation Agreement (JP A) with Florida Department of Transportation was executed for a
five-year pass-through FT A Section 5311 Grant, IP A Number AOW89, in the amount of
$204,395.00. This award is for the provision of pubic transportation in Collier County's non-
urbanized areas. Collier County uses these funds for the Collier Area Transit operation of the
Immoka1ec Circulator Route 8A and Route 88.
The Board accepted an FOOT amendment to JPA #AOW89 for additional funds On July 22,
2008, in the amount of $6 1,160.00 and on May 12, 2009, in the amount of $242,405.00 bringing
the total five-year JP A project award to $507,960.00.
On June 4th, 2010, the Florida Department of Transportation (FOOT) sent notification of the
County's compliance with all prob'1'am requirements which qualified the agency for receipt of
additional allocation of Section 5311 funding in the amount of $43,620.00.
FISCAL IMPACT: A budget amendment is required in the amount of $43,620.00 for the FY
2009/2010 in fund 426 project 35063. It should be recognized that the FTA Section 531 I grant
requires a 50% local match each year and this match is budgeted in the operating appropriation
unit within Collier Area Transit Fund (426).
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office
and it does not present a legal issue.-SRT.
GROWTH MANAGEMENT IMPACT: Consistent with Objective 10 and 12 of the
Transportation Element of the Growth Management Plan.
RECOMMENDATION: To approve budget amendments to recognize additional revenue
received from the FTA Section 5311 AOW89 in the amount of$43,620.00 into Fund 426 Project
35063 and approve the Notification of Additional Funding and authorize the Chairman to
execute the Notification of Additional Funding.

Dear Ms. Amold:
Your agency has complied with all of the program requirements necessary to qualify for receipt
of an additional allocation of Section 5311 funding As you may recall, a multi-year Joint
Participation Agreements (JPA) for the Section 5311 program was executed on March 10.2008.
We are providing an additional 543,62000 to the FY 2009/2010 allocation for Collier County is
in federal funds. This must be matched with $43,62000 in local funds. This is a multiyear
contract.
I have attached a Multi-Year JPA Notification of Additional Funding form. I have also atlached a
copy of the Department's approved encumbrance form for this project. Both forms contain the
formula allocation your agency is receiving for tllis upcoming fiscal year.
The Multi-Year JPA Notification 01 Additional Funding lorm has a space for a required signature
from an agency representative. The form is then to be relurned to this office for further
