Agenda 06/22/2010 Item #10F Agenda Item No. 10F June 22. 2010 Page 1 of 2 EXECUTIVE SUMMARY Request the Board of County Commissioners (BCC) provide approval of the proposed approach to quantify the number of existing market rate units that would qualify under the affordable housing guidelines for the 2011 Evaluation and Appraisal Report (EAR) review. OBJECTIVE: To request approval from the Board of County Commissioners (BCC) regarding the proposed approach to quantify the number of existing market rate units that would qualify as affordable under the affordable housing guidelines. With the recent decline in property values throughout the County, there is a need to quantify the number of market rate housing units that fall within the stated affordable housing pricing thresholds to provide for a fuller understanding of the affordable housing equation. The results of the proposed exercise would be part of the upcoming EAR analysis and report. CONSIDERATIONS: During the April 27, 2010 BCC public hearing, the BCC directed staff to develop a research program to quantify the number of market based units that would qualify as affordable housing. To fulfill that directive, staff is recommending the following parameters for the approach: 1. Time Frame - The analysis will include the querying of all units sold between May, 2009 and May, 2010. 2. Qualifying Housing Price Range - Housing staff will provide the pricing thresholds that qualify under the existing affordable housing program to determine the benchmarks to identify market rate units that have sold below the designated thresholds. 3. Closing Sale Price - This is the database parameter that will be queried. 4. Data Source - The Property Appraiser's database will be the source for the exercise with closing price being the factor to query. 5. Household Composition - The income thresholds for the affordable housing programs are based on the number of people that reside in a unit. The analysis will focus on identifying market rate units for qualifying two and four persons per households. 6. Output Display - The output will be geocoded to allocate the resulting housing units by Commission District and Planning Community. FISCAL IMPACT: There are no direct fiscal impacts to the proposal other than the staff hours allocated to perform the exercise. LEGAL CONSIDERATIONS: This Executive Summary has been reviewed and approved by the Office of the County Attorney.
