Agenda 06/22/2010 Item #10B Agenda Item No. 10B June 22, 2010 Page 1 of 7 EXECUTIVE SUMMARY Recommendation to provide direction to the County Manager regarding a request from the Parks and Recreation Advisory Board to re-appropriate funding associated with Project # 80122 Manatee Community Park to develop a Fitness, Community, and Aquatic Center at Eagle Lakes Community Park. Obiective: To provide recreational opportunities for the citizens of Collier County. Considerations: On March 17, 2010 the Parks and Recreation Advisory Board approved a motion to: "...to approve the preliminary plan and for staff to mOl'e forward to the next step in re- directing funds in the amount of approximately $1,900,000-$2,400,000 available for Manatee Park toward the design, permitting and construction of a Fitness, Community and Aquatic Center at Eagle Lakes Community Park. " The Motion carried 4/2. Staff has estimated costs associated with thc development of a Fitness, Community and Aquatic Center at Eagle Lakes Community Park at $2.5M and a breakdown of expenses is identified below: Construction Costs Community Center Aquatics Facility Total Amount $1,500,000 $1,000,000 $2,500,000* *Does not include design and permitting costs Eagle Lakes Community Park is a 32 acre site that has two soccer fields, two softball fields, tennis courts, basketball courts, picnic pavilion, restrooms, Interactive Water Feature and walking trails. The site development plan for the park includes the provision for a community center and library (see attachment A). As South Regional Library has been established, the need for a library at this location has diminished and staff has developed a conceptual plan to locate a community center/fitness center and recreational pool in this location per the request of the Parks and Recreation Advisory Board (see attachment B). Construction documents were established for Manatee Community Park; however, funding necessary to construct the park is estimated at $15 million. Currently the project has available $1,900,000 to transfer to the Eagle Lakes Project. The remaining funding for both projects is dependent on Parks and Recreation impact fees, which have dramatically decreased in the previous years. Impact Fees that are collected will go to retire the debt associated with park projects already constructed. Growth Manal!cment Impact: Eagle Lakes Community Park and Manatee Community Park are inventoried in the growth management plan. Lel!al Consideration: This item has been reviewed by the County Attorney's Office and does not present any legal issues at this time.--CMG Recommendation: That the Board of County Commissioners provide direction to staff on the request from the Parks and Recreation Advisory Board. Options related to this request include: 1. Re-direct funds in the amount of approximately $1,900,000 available for Manatee Park toward the design, pennitting and construction of a Fitness, Community and Aquatic Center at Eagle Lakes Community Park 2. Recommend the completion of the Manatee Community Park design/permitting. The remaining $1,900,000 unencumbered for future park development or to use for debt service as needed.
