Agenda 06/08/2010 Item #16F 1 Agenda Item No. 16F1 June 8, 2010 Page 1 of 33 EXECUTIVE SUMMARY Recommend action to authorize the Chairman to execute a Florida Department of Environmental Protection Agency and Army Corp of Engineers joint permit application to continue maintenance activities in the Clam Bay system on behalf of the Pelican Bay Services Division. OBJECTIVE: That the Board of County Commissioners authorize the Chairman to execute a FDEP and ACOE joint Permit Application to continue maintenance activities in the Clam Bay system. All proposed activities will be done manually on an as needed basis following the same practices conducted within the Clam Bay system the previous ten years. Spoil material removed will be dispersed on the adjacent mangrove areas as previously practiced. All cut branches and trimming debris will be removed. CONSIDERATION: In order to maintain and improve the Clam Bay ecosystem, a permit is required to be obtained from the FDEP and ACOE. 1. At a PBSD Board meeting on March 3, 2010 the Board authorized the administrator and the cost ofthe permit, by motion, second and with unanimous approval to do what is required to move forward to obtain the channel flusing permit. 2. A copy of the Permit Application has been prepared and is attached for the Board's review and requires the permit to be executed by the Chairman. 3. All necessary work will be requested and supervised by Pelican Bay Services Division. FISCAL IMPACT: The funds for this service are estimated at $26,810.00 and available in the Pelican Bay Services Division Clam Bay Fund 320. GROWTH MANAGEMENT IMPACT: There is no Growth Impact associated with this Executive Summary. The site is located in Naples, Collier County, Florida, Latitude N 260 13' 49" and Longitude W 81048' 59". The site is more specifically located in Section 32, 33, 4,5,8, and 9, Township 48 and 49 South, and Range 25 East. This application is a request to continue maintenance activities of the Clam Bay system by continuing maintenance practices from the original permit #0128463-001-IC that have been practiced for the past ten years. The proposed work includes continuing to improve the hydrodynamics of the Clam Bay ecosystem by conducting activities in association with and specified by the original Clam Bay Restoration and Management Plan (CBR..\1P). Proposed activities include manual c1eaing on an as needed basis of the interior channels to maintain design depths, maintain created network of small flushing channels throughout the system in order to alleviate ponding within the mangrove forest, conduct periodic mangrove trimming activities along the canoe trail, berm, and boardwalks to maintain waterways, pedestrian accesses, and stormwater areas. New flushing channels maybe proposed according to the designed specifications included in this submittal ifponding of water or new areas of stress area obseIVed during the ongoing monitoring efforts.
