EXECUTIVE SUMMARY
Recommendation to award Bid #10-5480 to Kelly Brothers, Inc., for
the construction contract of the Bayview Park Phase I Project
#80060.1.
OBJECTIVE: Recommendation to award Bid #10-5480 to Kelly Brothers, Inc. for the
Bayview Park Phase I Project in the amount of $337,959.00.
CONSIDERATION: On March 9, 2010, The Board of County Commissioners approved
the final design engineering concepts for the Bayview Park Improvement Project Phase
I, II, & III. Bids were posted in the lobby of the Purchasing Department on March 21,
2010, with 973 vendors notified, 187 bidders downloaded plans and on April 21,2010,
six (6) bids were received by the deadline for the construction of the Bayview Park
Phase I Project Bid #10-5480. The apparent lowest and qualified bidder was Kelly
Brothers, Inc. Staff evaluated the bids received and determined Kelly Brothers, Inc. is
the lowest qualified bidder for the award of Bid #10-5480. The scope of work
associated with the award of this bid will include replacement of the existing seawall,
widening of the existing boat ramp, installation of a new fixed boat dock, and a new
floating boat dock with an ADA accessibility ramp. The bid tabulation is as follows:

Therefore, in consideration of the lowest qualified bidder staff recommends that bid #10-
5480 be awarded to Kelly Brothers, Inc. as noted above. Please note that the
recommended vendor is a local vendor.
FISCAL IMPACT: There is adequate funding to award the contract to Kelly Brothers in
the amount of $337,959. The source of funding for this project is impact fees.
GROWTH MANAGEMENT IMPACT: This project is consistent with the objectives of
Policy 1.3 of the Growth Management Plan for improved boater access to waterways.
LEGAL CONSIDERATIONS: This item has been reviewed by the County's Attorney's
Office and is legally sufficient for Board action. - CMG
RECOMMENDA TION: Recommendation that the Board of County Commissioners
award Bid #10-5480 to Kelly Brothers, Inc. for the construction contract of Bayview Park
Phase I Project in the amount of $337,959.00 and authorize the Chairman to sign the
County Attorney Approved Contract.
