Agenda 06/08/2010 Item #16C 1 A.genda Item No. 16C1 June 8, 2010 Page 1 of 2 EXECUTIVE SUMMARY Approve a budget amendment in the amount of $900,000.00, transferring funds from the Mandatory Trash Collection Fund Reserves to the District I FYIO Operating Expense Budget to pay for disposal costs of residential curbside solid waste at the Collier County Landfill. OBJECTIVE: The public purpose is to meet FYlO operational expense in District I for the proper disposal of residential curbside solid waste at the Collier County Landfill. CONSIDERATION: At budget preparation time each year, staff must estimate the tonnage of residential garbage and yard waste that will be brought to the Collier County Landfill for purposes of calculating the annual mandatory trash collection assessment to each residential unit on the tax roll. During preparation of the FYIO budget, staff underestimated the tonnage in the Naples Service Area (District I) that would be brought to the landfill for disposal based on then current tonnage trends and the economic downturn. Residential curbside customers in District I have generated approximately 53,775 tons of trash and yard waste through the first seven (7) months of FYIO. Based on current trends, the forecasted tonnage of residential curbside trash and yard waste is expected to exceed budget by 29%. This will result in an operating expense shortfall of approximately $900,000 from the approved FYIO Budget. FISCAL IMPACT: Funding is available in the Mandatory Trash Collection Fund (473) Reserve for Contingencies. Reserves for this fund remain adequate to meet statutory reserve requirements for the balance of FYIO and FYII and have no impact on mandatory trash collection rates in either of those fiscal years. LEGAL CONSIDERATIONS: This item raises no legal issues. -JBW GROWTH MANAGEMENT IMPACT: There is no impact on the current Growth Management Plan.
