EXECUTIVE SUMMARY
Recommendation to approve budget amendments recognizing the Fiscal Year 2010-11 U.S.
Department of Housing and Urban Development (HUD) Entitlement funding allocation in
the amount $3,376,051.
OBJECTIVE: To recognize the FY 2010-11 U.S. Department of Housing and Urban
Development (HUD) entitlement funding allocation.
CONSIDERATION: The Housing and Human Services Department's HUD Entitlement
grants are funded, disbursed and monitored on a program year beginning July I" through June
30th. The Board of County Commissioners has approved the Housing and Human Services
expenditure plans in the HUD One- Year Action Plan for FY 2010-2011 on April 27, 2010 item
l6D 15, which outlined priorities for the expenditure of the HUD entitlement funds.
FISCAL IMPACT: These budget amendments will establish program budgets for three (3)
HUD Entitlement programs which operate simultaneously from July I, 2010 through June 30,
2011. The FY 2010 budget in Fund 705 Housing Grants, for the three (3) HUD entitlement
programs is $3,376,051. The Housing and Human Services budget is as follows:
Federal (HUD):
Community Development Block Grant (CDBG)
Home Investment Partnership Act (HOME)
Emergency Shelter Grant (ESG)

GROWTH MANAGEMENT IMPACT: Approval of these budget amendments will fund the
Housing and Human Services Department and facilitate efforts to meet the goals, objectives and
policies set forth in the Housing Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action.-CMG
RECOMMENDATION: To approve budget amendments to recognize the FY20IO-l I HUD
Entitlement program funding for July 1,2010 through June 30, 2011.
