EXECUTIVE SUMMARY
Recommendation to award Bid #09-5306, "Household Hazardous Waste Collection Contractor,"
to E.Q, Florida, Inc., as the primary contractor, and to Clean Harbors Environmental Services,
Inc., as the secondary contractor in the amount not to exceed $500,000 per year.
OBJECTIVE: Approve the award of Bid #09-5306, "Household Hazardous Waste Collection
Contractor," to E.Q. Florida, Inc., as the primary contractor, and to Clean Harbors Environmental
Services, Inc., as the secondary contractor, to provide services including the collection,
identification, packaging, shipping, transportation, and proper disposal of all hazardous
chemicals from the household hazardous waste collection center, and to provide hazardous waste
collection throughout the county during emergency response cleanup following severe weather
events.
CONSIDERATIONS: The Collier County Solid Waste Management Department (SWMD) is
committed to implementing the Integrated Solid Waste Management Strategy (ISWMS), which
provides for environmentally sound and cost effective solid waste management services for
Collier County. One component of the ISWMS is Environmental Compliance, which means
managing the impacts to the air, soil, water, and wildlife, as well as quality of life impacts to the
community, through the collection of municipal solid and household hazardous wastes.
The Household Hazardous Waste Collection Program (Program) provides Collier County
residents the opportunity to properly dispose of household hazardous waste by bringing these
materials to the county's recycling centers. Included in the Program are two household
hazardous waste round-up events per year, held in various locations throughout the county for
the convenience of residents.
The current Bid #05-3739 was renewed for its last term in 2009. A new solicitation to secure
household hazardous waste contractor(s) to continue this important service was required. On
February 9, 2010, the Purchasing Department solicited Bid #09-5306, "Household Hazardous
Waste Collection Contractor." Notices were sent to 182 firms with 35 firms requesting a full
bid package. Bids were received by the due date of April 22, 2010; staff reviewed the bids and
deemed that E.Q. Florida, Inc., was the lowest, responsive bidder and Clean Harbors
Environmental Services, Inc., the second lowest, responsive bidder.
FISCAL IMPACT: Funding is budgeted in the Solid Waste Management Fund 470. The
annual disposal cost for household hazardous waste depends on demand and customer
participation. Annual disposal costs average $500,000 per year.
GROWTH MANAGEMENT IMPACT: This action is consistent with the Growth
Management Plan requiring collection and proper disposal of hazardous waste generated in
Collier County.
LEGAL CONSIDERATIONS: This itcm has been reviewed and approved by the County
Attorney's Office and is legally sufficient - JBW
