EXECUTIVE SUMMARY
Recommendation to award a contract for ITB 10-5410, "Roadway Paint, Thermoplastic
Markings and Raised Markers" to Road Safe Traffic Systems, Inc., in the estimated annual
amount of $1,500,000.
OBJECTIVE: To contract in order to provide roadway paint, thermoplastic markings and
related services for all County Departments to use as needed.
CONSIDERATIONS: Notices of the solicitation were sent to 65 firms. A total of 36
companies requested bid packages, and five firms submitted bids by the deadline of March 2,
2010, After review, Road Safe Traffic Systems, Inc. (formally known as Trutwin Industries) is
the lowest bidder. The same vendor was the lowest bidder last fiscal year. Total base bid is lower
this year than last year. Road Safe Traffic Systems, Inc. is a local vendor. Staff is recommending
that the contract be awarded to Road Safe Traffic Systems, Inc.
FISCAL IMPACT: Funds for these services shall come from each individual department's
budget as projects are identified.
GROWTH MANAGEMENT IMPACT: While this has no direct impact on the Growth
Management Plan, it is consistent with the goals of the County to streamline and expedite the
procurement of services.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action---SRT.
RECOMMENDATION: That the Board of County Commissioners award ITB 10-5410
"Roadway Paint, Thermoplastic Markings and Raised Markers" contract to Road Safe Traffic
Systems, Inc. The contract will be in the form of a standard County Purchase Order.
