Agenda 05/11/2010 Item #16G 6 Agenda Item No. 16G6 May11,2010 Page 1 of 11 EXECUTIVE SUMMARY Recommendation to approve the submittal of a grant application to the Federal Aviation Administration for construction of a taxiway at the Marco Island Executive Airport. OBJECTIVE: To receive approval from the Board of County Commissioners (BCC) to submit a grant application to the Federal Aviation Administration (FAA) to fund the construction ofa taxiway at the Marco Island Executive Airport. CONSIDERATIONS: The Marco Island Executive Airport (MKY) has a busy 5,000 foot runway that serves business and tourist jet aircraft. MKY does not have a taxiway. Aircraft have to land and back taxi down the runway while other aircraft are waiting to land and take off. This has been, and continues to be a major safety concern for aircraft utilizing MKY. It is the only 5,000 foot runway in the state of Florida that accommodates jet traffic without a taxiway. The environmental permitting and mitigation process necessary to construct this taxiway has taken over ten years. The Army Corps of Engineers permit for this project expires on November 24,2011. To date. the FAA and Florida Department of Transportation (FOOT) have participated in funding over $2.6 million to design, permit, and mitigate for the construction of a taxiway at MKY. On January 7, 2010 the Airport Authority submitted a pre-grant application to the FAA requesting ninety-five percent (95%) funding. based on an engineer's estimate of $5,992.340 for this project. On February 9, 2010, the BCC unanimously agreed to add this Project to the 201 I Federal Legislative Agenda, Agenda Item 91. The FAA has indicated that this project is on the discrctionary candidate list for funding. The FAA requires that a grant application. based on bids, be submitted by May 28, 20] 0, in order for this project to be considered for discretionary funding. Bids are due back on May 26, 2010. This does not allow sufficient time for the grant application to be completed and approved before it is due to the FAA. If the Airport Authority is awarded a grant for ninety-five percent (95%) funding from the FAA, the Authority will request an additional two and one-half percent (2.51%) funding from the Florida Department of Transportation (FOOT) for this project. FISCAL IMPACT: The maximum grant request pennitted from the FAA is ninety-five percent (95%) of the total project cost. FOOT will generally provide match funding for 2.5% and the Airport will provide a match of 2.5%. Federal Share @ 95% State's Share @ 2.5% Collier's Share @ 2.5% Engineer's estimated project cost $5.692.723 149,809 149.808 $5.992.340 The Airport Authority currently has a total of$99,200 available as a match for grant funding that may be awarded for this project as follows: Marco Aircraft Terminal Apron Expansion (46036) $31,600 Agenda Item No. 16G6 May 11, 2010 Page 2 of 11 Marco Taxiway Construction and apron relocation (46038) Subtotal Shortfall in required match 67.600 $99,200 $50,609 If the Airport Authority is awarded a grant for this project and additional match funds are required based on bids, the Authority will request to transfer money (a loan) from the Immokalee Capital Fund (497) for the difference. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with the Board's approval to submit this grant application. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office and is legally sufficient-JBW. RECOMMENDATION: To approve the submittal of a grant application to the Federal Aviation Administration to fund the construction of a taxiway at the Marco Island Executive Airport and authorize the Interim Director of the Airport Authority, Debra Brueggeman, to execute all documents necessary to submit the grant application.
