EXECUTIVE SUMMARY
Recommendation to approve award of contract #10-5474 to Temple, Inc. for Traffic
Control System Components in the amount of $122,794.50 (FDOT LAP Funded
Project).
OBJECTIVE: To gain Board approval of staff's recommended award of contract 10-5474
to Temple, Inc., for the provision of traffic control system compoents to expand the current
SCOOT installation on Airport-Pulling Road North.
CONSIDERATIONS: On June 9, 2009 (Item] 6B4), the Board of County Commissioners
approved Resolution 2009-142, which authorized the Chairman to execute a Local Agency
Program (LAP) agreement betwecn Collier County and the Florida Department of
Transportation for a project that would expand the existing adaptive traffic control system
known as SCOOT to four additional intersections on Airport-Pulling Road North.
Staff received FDOT's notice to proceed on February 18, 2010. The Collier County
Purchasing Department posted Bid #10-5474, "Traffic Control System Components" on
March 18,2010. Notices were sent to 127 vendors and bid packages were downloaded by 27
vendors from the County's online bidding system. One vendor submitted a response by the
bidding deadline of April 6, 2010, and was dcemed rcsponsive to the bid requirements.
The purpose of the bid is to furnish equipment required to enhance four intersections with
detection and control hardware necessary to integrate them into the SCOOT system. The
equipment will be installed by Traffic Operations department staff.
Staff recommends that the bid be awarded to Temple, Inc.
FISCAL IMPACT: The contract amount of $122,794 is budgeted in FY 09/]0 in
Transportation Supported Gas Tax Fund 313, project 60097. In accordance with the LAP
Agreement executed on June 9, 2009, the FDOT will reimburse Collier County up to
90.965% of equipment purchase and installation costs.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board aetion-SRT.
GROWTH MANAGEMENT IMPACT: There is no Grow1h Management impact
associated with this Executive Summary.
RECOMMENDA TION: That the Board of County Commissioners approve the award of
Bid #10-5474 to Temple, IneOl]Jorated and approve any necessary future budget amendments
related to this project.
