Appointment of member(s) to County Government Productivity Committee
OBJECTIVE: Appoint I member to the County Government Productivity Committee to fulfill
the remainder of a vacant term expiring on February 4, 2011.
CONSIDERATIONS: The County Government Productivity Committee has I vacancy with
the term expiring on February 2, 20] I. This committee is composed of I] members, with the
vice chair of the Board of County Commissioners serving in a liaison capacity. The members
are appointed by resolution of the Board of County Commissioners for a two-year term and must
be permanent residents and electors of Collier County. Committee members are required to
possess special expertise and experience related to managing large organizations, and must be
balanced in representing the views of the community. The committee reviews the efficiency of
departments of County Government under the jurisdiction of the Board of County
Commissioners. The committee may analyze and review existing structure, organization,
staffing, management, functions, business practices, and procedures of any or all parts of county
government and make recommendations for increased etliciency and cost-effectiveness. The
committee may also assist in the implementation of those recommendations. A list of the current
membership is included in the backup.
Mr. Lany N. Magel resigned his position on February 25,2010. A press release was issued and
one resume was received from the following interested citizen:

SUBJECT: Productivity Committee-Recommendation for Appointment
At their meeting on April 21, 2010, the Productivity Committee reviewed/discussed the one
application that was received for the current vacancy;

Robert Scott Russell
Although the Productivity Committee acknowledged the single applicant appears to meet the minimum
criteria for appointment, they voted (8-1) to recommend that the Board of County Commissioners
direct staff to re-advertise this for this vacancy. The majority of the Productivity Committee felt
that the single applicant did not appear to possess the skills that they were seeking in finance,
management and/or information technology. The applicant was not in attendance to respond to
questions from the Committee related to skills (although he was informed of the meeting).
