Agenda 04/27/2010 Item #16D 2 Agenda Item No. 1602 April 27, 2010 Page 1 of 11 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to sign contract amendments between Collier County Board of County Commissioners and the Area Agency on Aging of Southwest Florida, Inc., and approve a budget amendment which reflects additional grant funding in the amount of $60,000 for the Community Care for the Elderly program, and an increase of $5,000 for the Home Care for the Elderly program for FYIO. OBJECTIVE: The approval of these contract amendments and budget amendment is necessary to recognize additional grant funding awarded to the Services for Seniors Program and expend the funds prior to June 30,2010. CONSIDERATIONS: Collier County Services for Seniors provides in-home support services to Collier County's frail elderly through grant funding received from the State of Florida Department of Elder Affairs. These grants are funded from the State's general revenue. These programs include the Community Care for the Elderly (CCE) and Home Care for the Elderly (HCE) programs. The above mentioned programs are intended to provide in-home support services to Collier County's frail elderly. The combined amount of additional funding for the Services for Seniors program is $65,000. However, only the revenue from the Community Care for the Elderly program will affect the County budget. While the Home Care for the Elderly program contractually increases by $5,000, the funds will be retained by the Area Agency on Aging as they disburse funds directly to clients. Therefore the $5,000 contract increase will have no fiscal impact on the County budget. Program Component Community Care for the Elderly (CCE) 2009-10 Home Care for the Elderly (HCE) Subsidies (The funding for this service is retained by the grantor agency and therefore does not directl affect the Coun bud et.) Fundin Increase $65,000 GROWTH MANAGEMENT: recommendation. There IS no growth management impact from this FISCAL IMPACT: FYI0 budget in the' Services for Seniors grant fund 123 will increase by $60,000. The Home Care for the Elderly (HCE) grant increase will not directly impact the County budget. No additional matching funds are required. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office. This item is legally sufficient for Board action.-CMG RECOMMENDA TIONS: Recommendation that the Board of County Commissioners approve the contract amendments, authorize the chairman to sign, and approve the necessary budget amendment.
