EXECUTIVE SUMMARY
Recommendation to approve an increase in the Summer Food Service
Program Grant in the Amount of $401,700 for FY 2009 - 2010 and authorize
the necessary budget amendments.
Obiective: To provide free nutritious meals during the summer to Collier County
children living in disadvantaged neighborhoods.
Considerations: The Summer Food Service Program is a grant funded by the United
States Department of Agriculture Food and Nutrition Service and administered by the
Florida Department of Education. The first application was approved by the State and
BCC in 1982. From 1983 going forward the only requirement is that the BCC enter into a
contract with the state of Florida to be an administrator of the Summer Food Service
Program.
The purpose of the program is to ensure that children can receive the same high quality
meals during the summer as provided by the schools during the school year. The grant
reimburses agencies that serve free meals to children eighteen years and under in
neighborhoods that qualify.
Neighborhood eligibility is determined by census income data or by the percentage of
children who receive free and reduced meal service during the school year. All of
Immokalee and Everglades City and many neighborhoods in Collier County including
River Park in the City of Naples are eligible.
Staff has successfully administered the Summer Food Service Program for the past
twenty-eight years in conjunction with the summer camp program. In 2009 the grant
provided 124,418 breakfasts and 163,579 lunches for a total reimbursement of$ 746,408.
This summer the program will provide an estimated 130,018 breakfasts and 169,179
lunches, . School personnel prepare and deliver the lunches under the supervision of
County staff. The County will be reimbursed based on the number of meals served and
the costs of administering the program.
Fiscal Impact: The program is budgeted under the FY 2010 Food Grant Fund in the
amount of $414,000. A budget amendment in the amount of $401,700 is necessary. The
State will reimburse the County for 100% of expenses.
Growth Manaaement Impact: No Growth Management Impact is associated with
this action.
Leaal Considerations: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action.-CMG
