EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid (ITB) #10-5417 ARRA Green Lighting System
Retrofits in the amount of $ 485,809 to Electrical Contracting Service s, Inc., for the Parks
and Recreation projects at Immokalee Community Park and Gulf Coast Community Park.
Obiective: To retrofit existing light fixtures at the lmmokalee and Gulf Coast Community Park
sport fields with a new energy efficient lighting system,
Considerations:
On September 29, 2009, (Item #16E5) the Board of County Commissioners accepted and
approved the Energy Efficiency and Conservation Block Grant (EECBG) award from the United
States Department of Energy for American Recovery and Reinvestment Act of 2009 funding in
the amount of $3,036,000 and approved the necessary budget amendments, Parks and
Recreation Green Lighting System Retrofits were funded under this grant award for $665,811.
The invitation to Bid included the supply of all materials, labor, warranty, and equipment to
retrofit the two community park sport fields. Retrofit works include removal of existing old light
fixtures and install of Musco's "Green Lighting System", For many years, Musco Lightings has
retrofitted many of the Parks and Recreation lighting projects and has helped reduced the overall
conswnptions of energy,
On December 15, 2009, notices were sent electronically to 380 registered bidders, 95 bidders
downloaded the bid docwnents, 9 responsive bids and 2 non-responsive bids were received on
January 28,2010.

Staff reviewed the bid responses and recommends awarding the bid to Electrical Contracting
Services, lnc" as the lowest qualified and responsive bidder meeting the Musco's specifications
and the ARRA grant requirements, Should additional funding become available from the
EECBG grant, other parks have already been identified for similar lighting retrofits as potential
additional services.
Fiscal Impact: Funds in the amount of $485,809 are available in ARRA Grant Fund 725 in the
Energy Efficient and Conservation Grant number 33062.2,
Lel!al Consideration: This item has been reviewed by the County Attorney's Office and is
legally sufficient for Board action, - CMG
