Funding will ensure compliance with Collier County building code regulations and further the goals and objectives of the Housiug Element of the Growth Management Plan. OBJECTIVE: To approve grant related expenditures in excess of $50,000 for real property acquired under the Neighborhood Stabilization Program to fund rehabilitation activities, Funding will ensure compliance with Collier County building code regulations and further the goals and objectives of the Housing Element of the Growth Management Plan, CONSIDERATIONS: On June 12, 2009, Collier County purchased a single family residential dwelling unit under the Neighborhood Stabilization Program located at 5501 17th Avenue SW, Naples, Florida 34116 with a purchase price of $42,122,00, A pre-purchase inspection conducted by Housing and Hwnan Services estimated rehabilitation expenses of $47,800,00, Housing and Human Services competitively procured firms to complete the rehabilitation and air conditioning installation required to ensure compliance with Collier County building code regulations and to further the goals and objectives of the Housing Element of the Growth Management Plan, The winning firm for rehabilitation was Boran Craig Barber Engel Construction Co" Inc, (BCBE) with a price of $37,782,00, Additionally, Sande's Cooling and Heating, Inc, was the winning firm for air conditioning installation with a price of $4,500,00, The total initial costs were $42,282,00 and represented the lowest, qualified and responsive bidder, During the course of rehabilitation it was discovered that extensive water damage had occurred, Furthermore, during demolition of an illegal garage conversion additional improvements were identified, In order to correct these items change orders wcre prepared by BCBE and submitted to Housing and Human Services for approvaL The new adjusted rehabilitation price is $54,467.50 (excluding appliances), A detailed breakdown of rehabilitation costs is attached to this item, According to Section VIII(C)(x) of the Neighborhood Stabilization Program Administrative Plan, approved by the Board of County Commissioners on March 24, 2009 and amended on October 27, 2009, renabilitation costs shall not exceed $50,000 and any expenditures in excess of this limit must be specifically approved by the Board of County Commissioners, Approval of this item will authorize grant related expenditures in excess of $50,000 and payment of all invoices received from BCBE and Sande's Cooling and Heating, Inc, to complete work on an affordable housing unit locatcd at 5501 l7'h Avenue SW, Naples, Florida 341 16, FISCAL IMPACT: Approval of this item will result in Neighborhood Stabilization Program cxpenditures in excess of $50,000, No gcneral funds are associated with this project Agenda Item No, 16D4 April 13, 2010 Page 2 of 5 GROWTH MANAGEMENT IMPACT: Implementation of the Neighborhood Stabilization Program will further the goals and objectives of the Housing Element of the Growth Management Plan.
