Agenda 03/23/2010 Item #16E 3Agenda Item No. 16E3 March 23, 2010 Page 1 of 4 EXECUTIVE SUMMARY Recommendation to award ITB 10-5437 for Temporary Clerical Services to Academy Design and Technical Services, Inc., Compass Medical Staffing, and Juristaff, Inc., in no particular order. Estimated annual expenses are $110,000. OBJECTIVE: To obtain approval from the Board of County Commissioners to award ITB 10-5437 to provide temporary clerical assistance and transcriptionist services to departments and committees. CONSIDERATION: Various County departments have need for temporary staffing and require transcriptional services associated with recurring and special public meetings. On December 31, 2009, the Purchasing Department was notified that one of the County's two temporary clerical services providers (Mancan) would no longer be providing service in the state of Florida. Subsequently, the second firm (Kelly Services) was able to assume the work; however, they indicated that increases to federal unemployment insurance payments forced them to raise hourly rates to the County. On January 26, 2010 (Agenda Item 16E3), the Board approved the termination of the Mancan agreement, and allowed Kelly Services to increase hourly rates and assume the County's temporary services business until a new solicitation could transpire given economic changes over the past few years. The Purchasing Staff developed the scope of services for temporary clerical work, including transcriptionist services, and posted an ITB on January 20,2010. Email notifications were sent to 123 addresses; more than 64 addresses requested the entire specification. Twelve (12) companies submitted quotes; one company was deemed non-responsive. The award formula was based on adding the hourly rate of the seven (7) most requested temporary service classifications I titles. The Purchasing staff ranked the companies based on the lowest to highest dollar total, and recommends the following companies be awarded (in no particular order): . Academy Design and Technical Services, Inc. (Margate, FI), . Compass Medical Staffing (Miami, FI), and . JuriStaff, Inc.(Philadelphia, PAl, Each of the firms' references were contacted to determine how quickly recruitment could occur for Collier County temporary positions. In each of the three cases, the firms generated resumes to fill position inquiries from their company data bases which ranged in size from 20,000 - 100,000 candidates, and supplemented the candidate pool using three to four national Internet search data bases. Companies reported sending candidate resume data within 6 to 48 business hours from point of customer contact. References contacted indicated that the three companies above had honored service commitments for recruitment and placement of temporary service personnel efficiently and responsively. Purchase orders will be issued as the contracting mechanism by using departments. FISCAL IMPACT: Funds are available in various department budgets that use these agreements.
