Agenda 03/09/2010 Item #16E 3 Agenda Item No. 16E3 March 9, 2010 Page 1 of 6 EXECUTIVE SUMMARY ^,,-.'- Recommendation to approve Collier County Government's support through a Partnership Agreement with the Collier County School District for a Readiness and Emergency Management for Schools Grant. OBJECTIVE: To have the Board of County Commissioners provide after-the-fact approval for Collier County Government's support through a partnership agreement to be included with the Collier County School District's grant proposal. The School District is submitting the Readiness and Emergency Management for Schools Grant to the United States Department of Education to improve their emergency management planning. CONSIDERATIONS: If awarded, the grant will provide funds to the Collier County School District to create, strengthen, or improve emergency management plans at the district and school building levels. Currently the Collier County Emergency Management Department provides introductory Incident Command System (ICS) training to the principals of each school. If funded, this grant will allow the School District to provide additionai ICS training to teachers, administration staff, custodial and plant managers for each school in Collier County Public Schools as well as Edison State College's collegiate charter high schools. The project also involves the development of a Continuity of Operations (COOP) Plan for the School District. Mr. Ed Messer from the Collier County School District approached the County Manager's Office and the Collier County Bureau of Emergency Services seeking an endorsement of the project via a _ partnership agreement, as required by the grantor. Because the application needed to be submitted by February 26th, the County Manager approved the submission of the grant application. The Collier County School District applied for this grant last year and a partnership agreement was signed by the County Manager in April 2009, however, the grant was not awarded. The intent of the partnership agreement is to demonstrate and reinforce the Board of County Commissioners' commitment to working with and supporting the School District during emergency events and in preparing and planning for responding to emergency events. FISCAL IMPACT: There is no fiscal impact or outlay of funds associated with this Executive Summary. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. The CCM will assist the responding agencies in increasing NIMS training over the course of the project period. The CCM will also assist in communications across the community in times of emergencies. Attached to this memo is a two page summary that outlines the proposed project, along with the partnership agreement. A completed application will be received in time for the March 9th BCC meeting. If funded, the Collier County School District will create, strengthen, and improve emergency management plans at the district and school building levels. Mr. Ed Messer from the Collier School District approached the County Manager's Office and the Collier County Bureau of Emergency Services seeking an endorsement of the partnership agreement portion of the grant application. The Collier County School District applied for this grant last year and the partnership agreement was signed in April, however, the grant was not awarded. It has been requested by Mr. Messer that it be signed again for this year's application. According to Mr. Messer, community partnerships are an important factor in this grant application. (239) 252-8720 (fax) Agenda Item No. 16E3 March 9, 2010 Page 5 of 6 REMS grant- Summary DRAFT Collier County Emergency Management Department has recommended to Collier County Public Schools and Edison State College that the best practice to comply with current training needs would encompass "All Hazards" training. All Hazards training includes domestic and international terrorism, natural disasters and manmade disasters. Currently, all principals in Collier County Public Schools system have been certified in Incident Command System 100 and 700. The full scope of this project will include offering Incident Command System (100, 200, 300, 400, 700, 800) training for all teachers, administration, custodial and plant managers for each school in Collier County Public Schools as well as Edison State College's collegiate charter high schools. Additionally, the above outlined Incident Command System training will be offered to emergency and public safety personnel in our service area. Principals, assistant principals, deans, custodial and operational staff will be expected to complete Incident Command System 100 and 700 in the Collier County Campus Security Consortium (School District of Collier County, The Community School of Naples, The YMCA of Palms, Naples Facility, The Village School, Hodges University [Naples Campus], Seacrest Country Day School and First Baptist Church of Naples) and Edison State College collegiate charter high schools, while courses 200, 300, 400 and 800 will be offered and all will be encouraged to complete the full system. Edison State College's Collier County campus will serve as the training site for the Incident Command System training. Agenda Item No. 16E3 March 9, 2010 Page 6 of6 Development of a Continuity of Operations Plan (COOP) plan is an essential component of this grant request. Collier County Public Schools does not have one currently, nor does Edison State College's collegiate charter high schools. It is expected that the development of a district-wide COOP plan, with site-specific sections for each school, will be done in-house, with the assistance 0 f an outside contractor. While Collier County Public Schools have a food defense plan, as well as an infectious disease plan in place, Edison State College's collegiate charter high schools need to develop both.
