EXECUTIVE SUMMARY
Recommendation to award contract for Invitation to Bid (ITB) Number 09-5273,
"Generator Maintenance, Repair, and Installation," to Power Pro-Tech Services,
Inc., as primary; Metro Power Systems, Inc., as secondary; and Clean Fuel &
Tank, Inc., for fuel polishing (cleaning) in the estimated annual amount of
$400,000.
OBJECTIVE: To contract with multiple firms in order to provide complete generator
maintenance, repair, installation, and fuel polishing (cleaning) for all County departments to use,
as needed.
CONSIDERATIONS: County departments utilize generators of various manufacturers, sizes,
and horsepowers in their daily operations which require service by outside vendors. Facilities
Management and Public Utilities, plus other County departments, will be using those services.

The County posted ITS Number 09-5273 on August 24, 2009. Twenty-two notices were sent
and on October 16, 2009 eight proposals were received. Two firms were deemed non-
responsive. Power Pro-Tech Services, Inc., is the lowest, responsive bidder and will be the
primary with regard to the annual preventative maintenance emergency and routine scheduled
work. Metro Power Systems, Inc., is secondary with regard to the annual preventative
maintenance emergency and routine scheduled work. Under the ITS, the County has the option
to receive quotes from both vendors for routine scheduled work. The services provided by
Clean Fuel & Tank, Inc., will be for fuel polishing (cleaning).
FISCAL IMPACT: Funds for these services shall come from each individual department budget
as projects and services are identified.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Soard action-SRT.
GROWTH MANAGEMENT IMPACT: While this has no direct impact on the Growth
Management Plan, it Is consistent with the goais of the County to streamline and expedite the
procurement of services.
RECOMMENDATION: To award ITB Number 09-5273, "Generator Maintenance, Repair, and
Installation," to Power Pro-Tech Services, Inc., Metro Power Systems, Inc., and Clean Fuel &
Tank, Inc.; and authorize the Board's Chairman to sign the standard County approved
agreement after County Attorney review.
