EXECUTIVE SUMMARY Recommendation to authorize a budget amendment to reallocate funds in the amount of $900,000 from Reserves, to the South Reverse Osmosis Raw Water Wellfield Pipeline Repair Project, 70030. OBJECTIVE: The public purpose of this project is to provide a reliable raw water supply for the reverse osmosis water treatment system at the South County Regional Water Treatment Plant (SCRWTP) that serves customers throughout the service areas. This action is to obtain approval for a budget amendment to reallocate funds from Reserves to the South Reverse Osmosis (SRO) Raw Water Wellfield Pipeline Repair Project, to repair and re-commission a failed pipeline. CONSIDERATIONS: The SRO Wellfield provides raw water to the Reverse Osmosis process system at the SCRWTP. On Friday, February 19, 2010, at 6:00 p.m., a raw water transmission pipeline failure occurred in the 30" fusible PVC pipe located along the Florida Power & Light easement. The on-call underground utilities contractor, Haskins, Inc., was mobilized to perform repairs to the pipeline. The result of this pipe failure is the loss of raw water supply from 22 wells. An emergency purchase order was opened to Haskins, Inc., under the annual underground utilities contracting services contract (08-5011), in accordance with current Purchasing Policies and Procedures. - Malcolm Pirnie Inc. was contracted to oversee a comprehensive forensic evaluation of the pipe failure that will identify the contributing circumstances leading to the incident, the probable cause of the failure, and the risk of future incidents of a similar nature. The Malcolm Pirnie evaluation will be conducted concurrently with the pipe repair activities. Staff also contracted for additional services with Hazen and Sawyer P.C. (the initial project Construction Engineering Inspector), and Camp Dresser & McKee Inc. (the Wellfield Program Manager) including their sub-consultant Greeley and Hansen, Inc. (the engineer of record for the design of initial construction project) to participate in the analysis and evaluation of the pipe failure. A subsequent phase of this project will determine the most cost effective, best value curative and/or preventive measures to minimize the risk of future failures. FISCAL IMPACT: A Budget Amendment is required to transfer funds from Capital Reserves to Project 70030, SRO Wellfield Pipeline Repair. The source of funding is Water User Fees (412). LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office and it does not present a legal issue---SRT. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities.
