Agenda 03/09/2010 Item #10C Agenda Item No. 10C March 9, 2010 Page 1 of 5 EXECUTIVE SUMMARY Recommendation to award Request for Proposal (RFP) No. 09-5262 for Engineering Services for Collier County (estimated annual expenditures $11,365,000) OBJECTIVE: To obtain approval from the Board of County Commissioners to award RFP No. 09-5262 to facilitate the capital project program for Collier County. CONSIDERATION: The Board of County Commissioners on June 23, 2009 directed staff to re-solicit the various consulting and design contracts to offer local firms providing these services an opportunity to be awarded work. The Purchasing Staff identified six consulting and design contracts that would meet the Board's stated requirement. Purchasing staff developed an RFP that consolidated the six agreements into one solicitation and separated the engineering work into nine (9) major Engineering disciplines including: Aerospace (AE), Chemical (CH), Coastal Zone/Environmental (CZ), Electrical (EL), Materials Testing (MA), Mechanical (ME), Project Management (PM), Structural (ST), and Civil (CI). This RFP was posted on September 22, 2009, with 840 email notices sent to firms who provide these services. Eighty-two proposals were received on the due date of October 29, 2009. -, The staff selection committee of thirty-five members then divided into nine subcommittees to rank and score the firms by discipline. The selection committees met at various times from December 1, 2009 thru January 15, 2010. The subcommittees reached a consensus ranking of the nine subgroups identified in Attachment A. Attachment B identifies the location of the ranked firms. FISCAL IMPACT: Funds are available in various department budgets that use these agreements GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office and is legally sufficient for Board action. - CMG RECOMMENDATION: That the Board of Collier County Commissioners awards RFP 09- 5262 to the firms listed by discipline in Attachment A and authorizes the Chairman to sign the County Attorney approved contract(s).
