Agenda 03/09/2010 Item #10A Agenda Item No. 10A March g, 2010 Page 1 of 8 EXECUTIVE SUMMARY Recommendation to approve the revised conceptual site plan for the Bayview Boat Park Expansion project. ....., OBJECTIVE: To approve the revised conceptual site plan for the Bayview Boat Park Expansion project. CONSIDERATIONS: Bayview Park currently provides for 16 onsite boat trailer parking spots along with 35 single car parking positions. The current parking conditions are extremely congested causing excessive off street parking within the Bayview neighborhood. This has resulted in both safety and environmental concerns. A park plan was developed that provided for 40 onsite boat trailer parking spots in addition to remote overflow parking. The remote overflow parking was located within the Bayview community and was opposed by the residents. As a result, this rezoning plan failed to achieve approval by the Board of County Commissioners when presented on February 10, 2009. As a follow-up to this meeting, the Board directed staff to investigate options that would maximize onsite parking. Staff conducted several neighborhood information meetings (NIM) with the Bayview community to solicit their input to several conceptual plans. As a result of these NIM, a plan was developed that satisfies the need to maximize onsite parking. A condition of community acceptance of this plan would be for the County to discontinue the purchasing of land parcels/lots for remote parking. Key components of Bayview site plan are: . Community support for this plan. · This plan provides for 59 boat trailer parking spaces on site; 14 single car parking spaces on site and 9 boat trailer parking spaces on Danford Street. This maximizes the boat trailer parking while maintaining the esthetics and environmental aspects of the park and community. · The plan maintains all the large trees on site except for one and by the utilization of grass filled pavers for parking, allows 50+% of the site to remain green. In addition, the use of porous pavers for the road beds maximizes rainwater percolation, aquifer recharge, water quality and provides for better overall heat management on site. · This plan maintains all the pavilions and park benches and adds to the perimeter walkway. It also provides a small play area for children. · At the completion of this project the Sherriffs Office along with the County's Park Ranger staff will enforce parking along Danford Street. This should eliminate unsafe illegal parking in the roadways, right-of-ways and environmentally sensitive mangroves. The Bayview Park Expansion will be accomplished in three phases. ..... Phase One - This will include all the water work (boat ramp expansion, seawall replacement and new dock installation) for this project and has already been designed Agenda Item No. 10A March 9, 2010 Page 2 of 8 and permitted. It will be submitted to purchasing for procurement by the beginning of March 2010. Scope of the work includes engineering to modify the existing permits to show project phasing; construction observation; project certification upon completion; stakeout and record drawings. It is expected that this phase will cost approximately $460,000 with engineering, permit fees and construction. Phase Two - This includes the design, permitting and construction required to build the 59 trailer parking spots onsite, the 14 single car parking spots onsite and engineering to design and permit the 9 offsite road parking spots on Danford Street. The storm water system, construction observation, record drawings, project stakeout and permit fees are included in this activity. This phase will be completed as soon as the permits are obtained and the project is expected to take 12 to 15 months to complete. The anticipated cost of this phase is $520,000. All the engineering and permit activity for phase two and phase three is included in this phase. Phase Three - Includes the construction costs for the 9 offsite trailer parking spots on Danford Street. This work can only begin once all the work for phase two is completed. This will assure maximum parking capacity during construction. The estimated cost of phases one, two and three is expected to be $1,016,000 in addition to the $263,726 spent to date developing and permitting the 40 trailer space plan along with the costs associated with rezoning remote parking. FISCAL IMPACT: The initial funding for this project totaling $681,900 was budgeted in FY 2009. Additionally, a $400,000 Florida Boater Improvement grant has been obtained for this project. Regional Park Impact fees and Boater Improvement funds will provide funding to complete this project. Appropriations will be budgeted in FY2011 to complete the construction based on actual bid results. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office and is legally sufficient for Board action. - CMG GROWTH MANAGEMENT IMPACT: This project is consistent with the Growth Management Plan Objective 1.3, Policy 1.3.2, to ensure that access to waterways remains available to the general public.
