EXECUTIVE SUMMARY
Recommendation to award Bid #10-5418 for a production well for the Immokalee
Sports Complex Swimming Pool to Miller Drilling and Water Treatment, Inc. in the
amount of $55,935 and authorize the necessary budget amendment.
OBJECTIVE: To obtain approval from the Board of County Commissioners to award bid #10-
5418 to Miller Drilling and Water Treatment, Inc. in the amount of $55,935 and approve necessary
budget amendment.
CONSIDERATIONS: The Parks and Recreation department has been having issues with wells at
the Immokalee Sports Complex and last year we replaced a return (injection) well that failed. This
year a supply well has failed as it was pulling up sand and the sand would damage the heater for the
pool.
This bid was posted on 12-11-09 and was sent to 48 vendors with 7 vendors responding, with 2 non
responsive bidders. The bids were received on 12-30-09.

Staff and the Engineer of record reviewed the bid responses and met with the lowest responsive
bidder. The Purchasing Department gave permission for Parks and Recreation staff to negotiate with
Miller Drilling. During the negotiating the vendor agreed to reduce $1000 each from mobilization,
surface casing and the existing well abandonment. An additional reduction of $400 was received
from the total price of the gravel deck and a $600 reduction of standby time was negotiated. This
provides a savings of $4,000 with a final negotiated price of$55,935. The bid tabulation is attached.
GROWTH MANAGEMENT: Immokalee Sports Complex is inventoried in the growth
management plan.
FISCAL IMPACT: A budget amendment is needed to move $55,935 out of Parks and Recreation
Capital Projects Fund 306 reserves and placed into the Immokalee well replacement project no.
80075. Source of funds is ad valorem.
LEGAL CONSIDERATION: This item has been reviewed and approved by the County Attorney's
Office and is legally sufficient for Board action. - CMG
