Agenda 02/23/2010 Item #16B 2 Agenda Item No. 1682 February 23, 2010 Page 1 of 5 EXECUTIVE SUMMARY Recommendation to: (1) Award Bid #10-5399, "Traffic Control System Components" to Temple, Inc. for equipment necessary to complete the Adaptive Traffic activity under the US Department of Energy's Energy Efficiency Conservation Block Grant (EECBG) in the amount of $232,382; and (2) Standardize purchase of traffic control system components nsed in Adaptive Traffic Control expansion. OBJECTIVE: To obtain the Board of County Commissioners approval to award Bid #10-5399, "Traffic Control System Components", to supply the necessary hardware to expand Collier County's adaptive traffic system under a grant program being funded by the United States Department of Energy; and to obtain Board of County Commissioners approval to standardize purchase of traffic control system components used in future adaptive traffic control expansion efforts. CONSIDERATIONS: The Collier County Purchasing Department posted Bid #10-5399, "Traffic Control System Components," on December 2,2009. Notices were sent to 204 vendors, and bid specifications were downloaded by 32 vendors from the County's online bidding system. One vendor submitted a response by the bid opening date of January 5, 20 I 0, and was deemed responsive to the bid requirements. Temple, Inc, was the responsive bidder, The purpose of the bid is to provide traffic detection and traffic signal control hardware so that eight intersections on lmmokalee Road can be integrated into Collier County's existing adaptive traffic control system. The project is being funded as one of the programmed activities under the Energy Efficiency Conservation Block Grant, which provides American Reinvestment and Recovery Act (ARRA) funds for programs that reduce fossil fuel usage, reduce emissions, or generate renewable energy. The Board of County Commissioners accepted the award of this grant at its regular meeting on September 29,2009 (Item 16-E-5). The hardware the adaptive system requires to be installed prior to integration is identical across all junctions; only the quantity varies depending upon the size of the expansion. Due to connection and communication system requirements, the traffic controller hardware and port server device must be of a specific make and model, not only to operate on the adaptive traffic system but also to communicate with the countywide signal system. Likewise, the detection . equipment is the only wireless detection equipment that is approved to work with the adaptive system. Th~refore, staff requests that the Board of County Commissioners approve the standardization of the components on the bid list for future acquisitions toward the expansion of the adaptive traffic system. FISCAL IMP ACT: Funds in the amount of $232,382 are available in ARRA Grant Fund 725, Cost Center 163605, Project 33062.5. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office and is legally sufficient for Board action-SRT. GROWTH MANAGEMENT IMP ACT: There is no growth management impact associated with this Executive Summary.
