EXECUTIVE SUMMARY
Recommendation to approve and authorize the Airport Authority to utilize $50,000
from the Immokalee Infrastructure Fund 497 to complete the reconstruction of the
T-hangar building at the Everglades Airpark damaged by Hurricane Wilma, and
associated budget amendments.
OBJECTIVE: That the Board of County Commissioners (BCC) approve and authorize
the Airport Authority to utilize $50,000 from Immokalee Infrastructure Fund 497 to
complete the reconstruction of the T-hangar building at Everglades Airpark.
CONSIDERATIONS: The Collier County Airport Authority (Authority) bid the purchase
of a pre-manufactured T-hangar building to replace the one damaged at Everglades
Airpark by Hurricane Wilma. Between the time the Authority issued the purchase order
for the acquisition of the pre-manufactured T-hanger building and took delivery of the
building, a different manufacturer had to be obtained. This new manufacturer utilized a
slightly different building configuration that resulted in a slightly larger building at no
additional cost to the Authority. However, this larger building required adjustment of the
structural configuration, the building foundation, and additional drywall to accommodate
longer and higher interior walls than specified in the plans resulting in higher
construction costs.
When the construction of the building was bid, the Authority requested that the electrical
work for the building be bid separately. Only one bid for the electrical work was
received, and that bid was deemed "non-responsive." Subsequently, the Authority
requested that the Coral Sands, the contractor for the project, obtain competitive quotes
to have the necessary electric work completed.
Following Building Permit review, additional electrical work was required. Additional
exit lighting needed to be installed and separate circuits had to be installed to power
each of sixteen overhead door motors required to operate the eight hangar doors (two
motors per door).
The Authority approved Change Order #3 to Coral Sands Contract #09-5209, pending
BCC approval, at its January 11, 2010 meeting. Change Order #4 (Resolution 10-23)
was discussed at the January 11, 2010 meeting of the Airport Authority, but was not yet
prepared for approval. At the January 11 meeting the Authority indicated that Change
Order #4 (Resolution 10-23) would be approved, pending BCC approval, at its February
8,2010 meeting.
The reconstruction of this building is now substantially complete. In order to finalize the
construction and resume the recognition of hangar rental fees at Everglades Airpark,
the Authority is requesting that $50,000 be utilized from Immokalee Airport
Infrastructure Fund 497.

Federal Aviation Administration (FAA) entitlement funds for Everglades Airpark vSirr9fit of 7
transferred to the Immokalee Regional Airport for infrastructure projects at Immokalee to
replace the funds used to complete the reconstruction of the T-hangar building at
Everglades Airpark.
FISCAL IMPACT: A budget amendment is needed to decrease the Immokalee Airport
infrastructure Fund 497 by $50,000 and increase the Everglades Airpark T-Hangar
Reconstruction Project by $50,000.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact
associated with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office and is legally sufficient-JBW.
RECOMMENDATION: To approve and authorize the Airport Authority to utilize
$50,000 from the Immokalee infrastructure Fund 497 to completed the reconstruction of
the T-hangar building at Everglades Airpark, and associated budget amendments.

RESOLUTION OF THE COLLIER COUNTY AIRPORT AUTHORITY APPROVING AND
AUTHORIZING THE AUTHORITY'S INTERIM DIRECTOR TO EXECUTE CHANGE
ORDER #3 TO CORAL SANDS CONSTRUCTION LLC CONTRACT #09-5209 IN THE
AMOUNT OF $83,313.30 FOR ELECTRICAL WORK REQUIRED IN THE
RECONSTRUCTION OF THE T-HANGAR BUILDING AT EVERGLADES AIRPARK,
PENDING BCC APPROVAL TO UTILIZE FUNDS FROM IMMOKALEE INFRASTRUCTURE
FUND 497 TO COMPLETE THIS PROJECT.
WHEREAS, the Collier County Airport Authority (Authority) approved Coral Sands
Construction LLC (Contractor) contract #09-5209 in the amount of $299,984.50 on April 13, 2009
(Resolution No. 09-29) for the reconstruction of the T-hangar building at Everglades Airpark damaged
by Hurricane Wilma; and
WHEREAS, change order #1 to Contract #09-5209 is for a time extension only; and
WHEREAS, change order #2, in the amount of $11 ,959.95, is for building modifications; and
WHEREAS, the Authority requested that the electrical work for the T-hangar building be
separated out when the contract was bid; and
WHEREAS, only one bid was received for the electrical work; and
WHEREAS, that bid was deemed "non-responsive; and
WHEREAS, the Authority requested that the Contractor obtain competitive pricing for the
electrical work for this project; and
WHEREAS, the total cost for the Contractor to complete the required electrical work is
$83,313.30; and
WHEREAS, $47,948 is available in fund 496; and
WHEREAS, the remaining funds of $35,365.30 needed to complete the electrical work are
available from the Immokalee Infrastructure Fund 497, pending BCC approval to utilize funds from
Fund 497 for this project; and
WHEREAS. the Authority recommends the BCC authorize the Authority to utilize $35,365.30
from the Immokalee Infrastructure Fund 497 to complete electrical work required to complete the
construction of the T-hangar building at Everglades Airpark.
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE COLLIER COUNTY
AIRPORT AUTHORITY, that the Authority approves and authorizes its Interim Director to execute
Change Order #3 to Coral Sands Contract #09-5209 in the amount of $83,313.30 for electrical work
required in the reconstruction of the T-hangar building at Everglades Airpark, pending BCe approval to
utilize funds from Immokalee Infrastructure Fund 497 to complete this project.

RESOLUTION OF THE COLLIER COUNTY AIRPORT AUTHORITY APPROVING AND
AUTHORIZING THE AUTHORITY'S INTERIM DIRECTOR TO EXECUTE CHANGE
ORDER #4 TO CORAL SANDS CONSTRUCTION LLC CONTRACT #09-5209 IN THE
AMOUNT OF $8,758.16 FOR ADDITIONAL DRYWALL REQUIRED TO ACCOMMODATE
TALLER INTERIOR WALLS THAN SPECIFIED IN BID DOCUMENTS, AND FOR AN
ELECTRICAL SERVICE RUN NECSSARY TO HOOK INTO THE ELECTRIC SERVICE
PROVIDER (LCEC), FOR THE RECONSTRUCTION OF THE T-HANGAR BUILDING AT
EVERGLADES AIRPARK, PENDING BCC APPROVAL TO UTILIZE FUNDS FROM
IMMOKALEE INFRASTRUCTURE FUND 497 TO COMPLETE THIS PROJECT.
WHEREAS, the Collier County Airport Authority (Authority) approved Coral Sands

WHEREAS, change order #1 to Contract #09-5209 is for a time extension only; and
WHEREAS, change order #2, in the amount of$II,959.95, is for building modifications; and
WHEREAS, change order #3, in the amount of$83,313.30 is for electrical work; and
WHEREAS, the interior walls of the T-hangar building are taller than specified in the bid
documents; and
WHEREAS, additional drywall is required to accommodate the higher walls; and
WHEARAS, an electrical service run is necessary to complete the hook-up of electric service to
the electric service provider (LCEC); and
WHEREAS, the contractor, has agreed to provide the additional drywall and electrical work for
the sum of$8,758.16; and
WHEREAS, funding for this additional drywall is available from the Immokalee Infrastructure
Fund 497, pending BCC approval to utilize funds from Fund 497 for this project; and
WHEREAS, the Authority recommends that the BCC authorize the Authority to utilize
$8,758.16 from the Immokalee Infrastructure Fund 497 for drywall needed for the walls in the T-hangar
building and to provide the electrical work necessary to hook into LCEC at Everglades Airpark.
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE COLLIER COUNTY
AIRPORT AUTHORITY, that the Authority approves and authorizes its Interim Director to execute
Change Order #4 to Coral Sands Contract #09-5209 in the amount $8,758.16 for reconstruction of the T-
hangar building at Everglades Airpark, pending BCC approval to utilize funds from Immokalee
Infrastructure Fund 497 for this project.
