Agenda 02/09/2010 Item #16B6 Agenda Item No. 1666 February 9, 2010 Page 1 of 5 EXECUTIVE SUMMARY Recommendation to approve a Resolution to declare a public purpose for the distribution of bus passes and other promotional transit items by Collier Area Transit (CAT) for the purpose of promoting transit. OBJECTIVE: To obtain approval for Collier Area Transit (CAT) to distribute bus passes and other promotional transit items to better educate the public about transit and provide more of an awareness in the benefits of using our CAT system. CONSIDERATIONS: The Collier Area Transit (CAT) has been operating since 2001 and it has grown by providing service to over I million riders annually. In an effort to promote public transit and educate the public about the benefits of using transit, CAT has been attending public events. Some of the members of the public that attend these events have never taken CAT, but express interest in utilizing the service. In order to increase ridership CAT would like to distribute bus passes and other transit items such as (pencils/pens, bags, etc.) to the public at events it attends through the year. The distribution of passes is a grcat opportunity to give the residents of Collier County a hands- on example of what CAT has to offer. The passes distributed at these events will be monitored through the tracking number assigned to each pass. When the passes are used, an evaluation will be conducted to determine the impact on the ridership. FISCAL IMPACT: The bus passes to be distributed at these events will be the system's daily passes which cost $4.00 each. CAT will not distribute more than 50 daily passes at any given event (a total value of $200). Other transit items to be distributed will not exceed $100 at any given event. CAT plans on attending approximately 5 events annually. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office and is legally sufficient for Board action----SR T. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. RECOMMENDATION: That the Board authorizes the Chairman to sign the proposed Resolution authorizing Collier Area Transit (CAT) to distribute bus passes and other promotional transit items for the purpose of promoting transit. WHEREAS, the Collier County Department of Alternative Transportation Modes (ATM) operates Collier Area Transit (CAT) as a Department of the Collier County Transportation Services Division; and WHEREAS, CAT serves as the public transit provider for Collier County, serving the Naples, Marco Island, and Immokalee areas; and WHEREAS, Collier County has been operating CAT since 2001 and the system has grown to providing service to over I million riders annually; and WHEREAS, the Alternative Transportation Modes (AIM) Department through CAT would like to educate the public about the Transit system and the benefits of using transit; and WHEREAS, from time to time CAT attends public events to educate the public about transit; and WHEREAS, the Board of County Commissioners of Collier County finds there is a compelling public purpose for CAT to distribute bus passes and other promotional transit items at public events for the benefit of the public and to promote awareness on the benefits of the use of public transit; and WHEREAS, the Board has the legal authority to adopt a resolution authorizing the distribution of bus passes and other promotional transit items to the public for valid and proper public purposes. Agenda Item No. 1686 February 9, 2010 Page 5 of 5 NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that the Board hereby declares that there is a valid public purpose as to the distribution of bus passes and other transit related promotional items, such as pencils/pens, bags, etc., to the public in compliance with this Resolution.
