Agenda 01/26/2010 Item #16E3Agenda Item No. 16E3 January 26, 2010 Page 1 of 3 EXECUTIVE SUMMARY Recommendation to award RFQ No. 09 -5350 for Temporary Clerical Services to Kelly Services in an amount that may exceed $50,000 and terminate Mancan, Inc. from RFQ No. 09 -5350 Temporary Clerical Services. OBJECTIVE: To ensure the ability to obtain temporary clerical services as needed. CONSIDERATIONS: Purchasing Staff solicited services for RFQ 09 -5350 Temporary Clerical Services on December 9, 2008. Twenty -three (23) inquiries were sent out; sixteen (16) vendors downloaded the quote and four (4) vendors responded. The RFQ was awarded administratively to Mancan, Inc. and Kelly Services as the lowest, qualified and responsive quoters where usage of each firm was not expected to exceed the $50,000 bid threshold. The Purchasing Department was informed by Mancan, Inc. on December 31, 2009 that at midnight, it would no longer be doing business in the State of Florida due to their inability to get Workers Compensation Insurance. Therefore, staff requests Board authorization to exceed the $50,000 RFQ limit with Kelly Services as the only provider of temporary clerical services on RFQ No. 09 -5350, Temporary Clerical Services. Staff has subsequently been advised that the other vendor under contract, Kelly Services has experienced recent substantial increases in federal unemployment insurance payments and hence is requesting an increase in their rates. Given these considerations, staff is requesting approval to continue to use the existing agreement through March 31, 2010. In the interim, staff will solicit bids under a new contract. Staff also recommends approving the following adjustments to Kelly Services' current rate schedule: FISCAL IMPACT: Funds for these services are budgeted by the various departments that utilize this RFQ. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office and is legally sufficient for Board action —SRT. RECOMMENDATION: That the Board of County Commissioners awards RFQ No. 09- 5350 Temporary Clerical Service to Kelly Services and terminates Mancan Inc. from RFQ No. 09 -5350 Temporary Clerical Services.
