OBJECTIVE: To provide specific recommendations and cost estimates for constructing permanent historical exhibits and displays for the Marco Island Historical Museum. CONSIDERATIONS: On May 13, 2003, Collier County entered into a license agreement with the Marco Island Historical Society to allow a capital fund raising campaign for the construction of a public museum on County -owned property adjacent to the Marco Island Public Library. Under the terms of this agreement, upon completion of the museum, the County has agreed to staff, operate and maintain the facility as part of the County Museum system. The agreement also stipulates that the County will provide County funds to construct exhibits and displays for the new Marco Island Historical Museum. Construction of the three- building, 15,500 - square -foot museum complex on Marco Island is nearing completion and the new facility (valued at $4.5 million) is currently scheduled to open to the public in February 2010. Despite a significant downturn in tourism revenue and budget shortfalls in FY2009 and FY2010, the Collier County Museum has allocated a total of $80,000 to provide one full -time staff position and provide basic operating and maintenance funds for the Marco Island Museum's first year of operation. Initially, the museum may operate on a reduced weekly schedule, capitalizing on peak periods of visitation, and will be relying heavily on volunteers to assist with daily operations. Eight months before construction was started on the new museum, on February 23, 2008, the Collier County Museum's exhibit design firm, Advanced Staging Technologies, Inc., of Orlando, reviewed the Marco Island Historical Society's proposed building design and floor plans and offered a number of recommendations to help determine proportional allocations of square footage for each display area, establish visitor flow patterns, identify essential conservation controls and UV safeguards, and consider any specialized electrical, mechanical and lighting needs for the museum's future displays and exhibits. Accordingly, Museum staff met with the Marco Island Historical Society at Mackle Park on November 11, 2008 to discuss the museum's overall exhibit theme and received input from the membership on the relative weights that were to be assigned to the main elements targeted for each display area, beginning with the indigenous cultures of Marco Island and proceeding chronologically through the pioneer and Deltona development eras, to modern Marco. Based on this and subsequent discussions, on January 20, 2009, an illustrated conceptual exhibit plan and preliminary cost estimate of the proposed graphics and displays was prepared at the Museum's request by Advanced Staging Technologies, Inc., and distributed to the Marco Island Historical Society for review and comment. This conceptual plan was formally presented to the Historical Society at their general meeting on March 7, 2009 and was enthusiastically supported by the members, more detailed comprehensive exhibit design plan and construction developed as funding became available. Given the prevailing economic conditions, Museum staff recommends that the exhibits be completed in phases, using a design -build approach to complete each of the five main exhibit galleries as funds for each section or theme area become available. A degree of flexibility is required since new objects are still being acquired by the Marco Island Historical Society and will need to be integrated into the final displays. COST ESTIMATE: Permanent Exhibits Using this phased approach, the design firm of Advanced Staging Technologies, Inc., has established the following cost estimates to design, fabricate and install permanent exhibits for the Marco Island Historical Museum: Art & Special Exhibit Gallery Design: $2,250 Fabrication: $3,850 On -site Services: $4,077 Total: $10,177 Calusa Intro Gallery (including Spanish contact period and Cushing Expedition) Design: $24,811 Fabrication: $105,351 On -site Services: $15,061 Total: $145,223 Calusa Gallery Design: $62,584 Fabrication: $612,325 On -site Services: $41,570 Total: $716,479 Pioneer & Early Industry Gallery Design: $29,649 Fabrication: $66,286 On -site Services: $18,873 Total: $114,808 Deltona & Modern Marco Gallery Design: $19,869 Fabrication: $35,420 On -site Services: $12,979 Total: $68,268 PROJECT TOTAL: $1,054,956 COST ESTIMATE: Temporary Exhibits As an alternate approach, temporary or "preview" exhibits could be developed to expedite opening of the museum and its main galleries by adapting and re -using display elements from the Marco Island Historical Society's mini - museums and retired or surplus display cases from the County Museum's existing inventory. Six to eight display cases are currently available for this Agenda Item No. 10A January 26, 2010 Page 3 of 16 purpose as well as a number of artifact mounts and plexiglass holders. A temporary wall system would be needed to define the various spaces and carry the accompanying graphic and informational panels. The majority of these panels could be developed and produced in -house by Museum staff using existing images and resources. These exhibit panels would have an effective life span of approximately 1 '/2 years, depending on normal wear and tear and exposure to light. The cost of developing and producing a temporary exhibit plan and display materials for the museum's main galleries is estimated at $300,000. To date, the Marco Island Historical Society has received a grant award of $100,000 from the Collier County Tourism Development Council to assist with the cost of exhibit design and construction. Additionally, on December 7, 2009, the Marco City Council offered to fund up to $350,000 of the production cost, on condition that the County provide matching funds. FISCAL IMPACT: The Board at a previous November 2009 meeting under Communications discussed the possibility of deferring approximately $444,000 in current capital project funding within funds 301 and 306 and redirecting these funds toward the construction of exhibits. Subsequent to that discussion, the Board directed the County Manager to bring back a report covering the status of capital project funding. On December 15, 2009 this report was presented and the Board authorized budget amendments setting aside $3.6 million in available capital dollars to capital reserves. The Board could direct that a portion of these capital reserve dollars be programmed toward construction of museum exhibits. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office and is legally sufficient for Board action. GROWTH MANAGEMENT IMPACT: This project has no impact on the Growth Management Plan. RECOMMENDATION: To consider the specific costs of designing and constructing exhibits for the Marco Island Historical Museum and provide direction to staff on how to proceed from this point with developing either temporary or permanent exhibits and displays. AST hereby proposes a design and build arrangement based on the submitted Marco Island Design Concepts dated January 20, 2009. Together, with the input of both the Marco Island Historical Society (Exhibit Committee) and the Collier County Museums Staff we propose to develop the final design package based on the elements described herein. Upon approved design, AST will fabricate and install the included exhibits for the determined budget and according to the developed schedule. Services: AST shall provide the following services. Art & Non - Historical Exhibits Gallery The Art & Non - Historical Exhibit Gallery shall include a gallery style picture hanging system. This system is comprised of hardware attached to the perimeter walls for the express purpose of displaying two- dimensional artwork. The modular nature of the track and cables allow for great flexibility and is made to accommodate the frequent changing of displayed artwork. • Design / Management Services $ 2,250.00 Provide services including technical design / hardware specification and project management for the selected hardware. This item includes systems samples for approval as well as finish, attachment and suspension specifications. • Fabrication Services $ 3,850.00 Supply approximately 110 linear feet of a gallery style picture hanging system. The system shall include a wall mounted track, suspension cables, and attachment hooks. The hardware shall be finished as clear anodized or available stock powder coating. • On -Site Services $ 4,077.00 Provide logistic and labor services required to transport and install the included hardware. Calusa Artifacts Gallery The Calusa Artifacts Gallery shall include wall displays, cases and graphics meant to introduce the visitor to the Calusa Empire as well as offer additional information as to their early contact by the Spanish and our current understanding of the people as evidenced by archeology. The wall displays are intended to be a visually stunning entrance to the historical portion of the museum while creating an environment to display colorful and informative graphics and rare and beautiful artifacts. As the guests learn about some of the first people in the Americas they will be directed past the first opportunity to view the Vault and into the next gallery experience. Design /Management Services $ 24,811.00 Provide services including creative design, technical design, graphic design and project management for the Calusa Artifacts Gallery. This item includes design development to produce scaled drawings consisting of plans, elevations, sections and necessary details to convey the design intent. The completed design will specify finish treatments, fabrication methods and recommended materials. The graphic design includes an allowance for development of graphic composition, client review and preparation of digital files for printing. Fabrication Services $105,351.00 Supply approximately 350 square feet of custom themed wall displays complete with applied graphic panels and casework. The wall displays will be framed panels that beak up the existing straight wall and create niches to focus attention on specific information and artifacts. The Calusa Artifacts gallery is intended to support approximately 125 square feet of graphic panels applied to the wall displays and custom display cases. The cases include two custom segmented table cases. The cases shall be of the finest quality and feature passive humidity control (desiccant) and integrated LED (or similar) lighting where possible. • On -Site Services $ 15,061.00 Provide logistic and labor services required to transport and install the included deliverables. Gallery Total $145,223.00 Calusa Era Gallery The Calusa Era Gallery shall feature a reproduction of a Calusa village where daily activities are recreated in a series of vignettes. The room shall contain raised platforms of steel and fiberglass finished with artificial trees, vegetation, textures and scenic paint treatments to simulate natural surroundings. Realistic figures of Calusas will be placed on the platforms in active positions with relic reproductions as if they were performing a necessary task of the day such as fishing, cooking, or home building, etc. The platforms and figures will be separated from the public aisle by a railing system. The railing system will feature metal posts and rails with internal connections and a custom powder coated finish, and will support graphic placards describing details of the activity before them. The perimeter of the room will feature a custom curved wall with recessed display cases offering an unobtrusive location to display artifacts associated with the Calusa daily life. The completed design will specify finish treatments, fabrication methods and recommended materials. The graphic design includes an allowance for development of graphic composition, client review and preparation of digital files for printing. Fabrication Services $612,325.00 Supply approximately 600 square feet of custom themed platform displays complete with textures, finishes and applied props / dressing. The platform(s) will be fabricated with steel frames, applied sculpted foam topographies and textures and covered with an appropriate FR fiberglass (or similar) coating. The platform(s) will feature no less than five artificial trees ranging in height from 8' -15', as well as additional polyester / silk shrubs, flowers and grasses necessary to complete the scene. The vignettes will be inhabited by roughly 13 custom sculpted, cast silicone, hand painted figures depending on the size, positions, level of detail and complexity of dress. The figures will house an internal armature for structural attachment to the platform(s). Fabrication includes approximately 100 linear feet of the described railing system with custom powder coating to match the finish schedule. The perimeter wall measures approximately 90 running feet at 10' high and is bid as custom fabricated lumber construction. The four recessed cases in the perimeter wall will be roughly 4' wide, 3' tall and 2' deep. They come complete with passive humidity control (desiccant), internal LED (or similar) lighting and will be finished inside with a single color paint treatment (color TBD). They are meant to sleeve into wall penetrations and secure with internal access through hinged glass fronts. The perimeter wall will be finished with a 900 square foot applied canvas mural. Other graphics in this room include case graphics, reader rail placards and wall graphics not to exceed a combined 150 square feet. The final touches in this gallery include an audio system for the playback of ambient natural sounds (wind, ocean, etc.), a lighting effect in the cooking fire (glowing embers), and a scent generator with an initial "wood fire" scent cartridge. • On -Site Services $ 41,570.00 Provide logistic and labor services required to transport and install the included deliverables, This item includes trucking, labor, and all other on -site equipment and expenses required to complete the installation of the provided elements. Gallery Total $716,479.00 IV. Pioneer Era Gallery As guests complete the Calusa Village experience, they transition into The Pioneer Era Gallery. This gallery features a pioneer house demonstrating the living conditions of the day through a "typical" home setting, and a themed kiosk exhibit showcasing the impact of the Clamming Industry on the area. The pioneer house is conceived as a walk- through exhibit with reproduction furnishings, photographs and graphic panels detailing the pioneer lifestyle on the island in the early days. The second half of the Pioneer Era Gallery welcomes visitors with large graphic wall murals and a themed build out of the wharf front as a backdrop to a roofed kiosk. Fabrication Services $ 66,286.00 Fabricate a custom 200 square foot, single story Pioneer House. The house shall be a lumber framed structure complete with a roof, window openings (no glass), applied siding and other appropriate trim / millwork. The interior portions are to be built out with replica period furnishings and dressings. The house is meant to attach directly to the facility walls and floor and will not have a separate raised floor eliminating the need for ramped transitions. The Clamming kiosk will measure approximately 12' wide, 6' deep and 10' tall. The unit will be a lumber assembly featuring a base platform, four support columns, a hip roof and two -sided graphic panel. Beyond the kiosk and applied directly to the facility wall will be a canvas wall mural of the old wharf front from historical photographs (300 sq. ft.). The exhibit will be finished with approximately 35 running of custom built wharf front bridging the two- dimensional mural into the three - dimensional world. This gallery also includes an allowance for graphic production for the Pioneer House, the Clamming Kiosk and other miscellaneous elements not to exceed 125 sq. ft. • On -Site Services $ 18,873.00 Provide logistic and labor services required to transport and install the included deliverables. A wall to wall scale model showing the relief of local topography including shore islands and barrier build ups is accompanied by the dimensional skyline of modern Marco Island. Design /Management Services $ 19,869.00 Provide services including creative design, technical design, graphic design, and project management for the Deltona & Modem Marco Gallery. This item includes design development to produce scaled drawings consisting of plans, elevations, sections and necessary details to convey the design intent. The gallery also includes an allowance for graphic production to include a 200 square feet canvas wall mural backdrop for the model and other model placards and wall panels not to exceed 100 square feet. • On -Site Services $ 12,979.00 Provide logistic and labor services required to transport and install the included deliverables. This item includes trucking, labor, and all other on -site equipment and expenses required to complete the installation of the provided elements. Gallery Total $ 68,268.00 Schedule: AST will generate a detailed schedule upon agreement. The schedule will contain dates of milestones for client approvals. Cost: Total cost of all included deliverables and services is $ 1,054,956.00 Pricing does not include applicable sales tax. Terms: AST proposes the following terms: 25% Payment upon agreement 25% Payment upon design submission 25% Progress payment upon shop review 15% Progress payment upon commencement of installation 10% Balance upon completion Exclusions / Clarifications: The following is a list of items that should be considered. 1. All artwork, copy, and graphic source material will draw from existing Marco Island Historical Society archived photos with titles and copy provided by others. 2. Cost for purchasing artwork, photographic images, audio/video media sources or reproduction rights for copyrighted/licensed images and /or copy is excluded. 3. A budget for artifact mounting has been included. The amount is based on an allowance for time (not to exceed 120 hours) and materials and includes all necessary travel related expenses. 4. Modification of existing facility/ facility systems including electrical, mechanical, or life safety is excluded. 5. Additional electrical power required for lighting fixtures/exhibit power is excluded. Any additional source requirements will be by Licensed Contractor and charges may apply. 6. Lighting instruments for overhead facility Track System are excluded. 7. Permits, Fees, or Licenses for Installation of elements and on site work as might be required by governance are excluded. 8.
