An on-line copy of the proposed Local Mitigation Strategy may also be found through the following link: !!!...tJI://www.colliere:ov.net/Index.asllx?llage=2810 OBJECTIVE: To adopt, by Resolution, a Local Mitigation Strategy (formerly the Hazard Mitigation Plan) for Collier County. CONSIDERATION: On December 14, 2004, the Board of County Commissioners approved Resolution No. 2004-390 thereby approving the Local Mitigation Strategy, formerly the Hazard Mitigation Plan. The Mitigation Strategy will expire on January 10,2010. In order to continue to compete for Pre-Disaster Mitigation Program, Flood Mitigation Assistance Program and Hazard Mitigation Program monies it is necessary to have an updated Local Mitigation Strategy. ..- A Local Mitigation Strategy Working Group was formed with members representing Collier County Government, Everglades City, the City of Marco Island, the City of Naples, the Big Cypress Basin of the South Florida Water Management District, Department of Health, Florida Power & Light, Collier County Citizens Corps, Golden Gate Independent Fire District and Naples Community Hospital and anyone interested from the general public. The Working Group met at least quarterly for the past 12 months to update a mitigation strategy in accordance with the Federal Disaster Mitigation Act of 2000. Input has been sought from local businesses, churches, professional associations, the health care industry, schools, condominium associations, mobile home parks, rental properties and other governmental agencies. The representatives from the municipalities of Naples, Marco Island and Everglades City have approved the Local Mitigation Strategy. Additionally, the Local Mitigation Strategy contains the Floodplain Management Plan (FMP) for Collier County. The FMP is directly related to the flood insurance rates paid by County residents. Without plan approval by January 10, 2010, Collier County's Community Rating System class will go from 7 (seven) to 10 (ten) resulting in increased flood insurance rates for the unincorporated area of Collier County. FISCAL IMPACT: If approved and adopted, there is no immediate Fiscal Impact. However, adoption of the Local Mitigation Strategy will allow Collier County to apply for future grant monies available through the Pre-Disaster Mitigation, Flood Mitigation Assistance and Hazard Mitigation Programs. GROWTH MANAGEMENT IMPACT: The Growth Management Plan in Policy 12.2.1., requires routine review and update of the County's Hazard Mitigation procedures. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office and is legally sufficient. '~,,, ,- -'-..- ._..-,......_---~--- Agenda Item No, 16F3 January 12, 2010 Page 3 of3 RESOLUTIO:"/ NO. ] 0- RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, APPROVING A LOCAL MITIGATION STRATEGY (FORl'1ERLY THE HAZARD MITIGATION PLk"'1 FOR COLLIER COUNTY WHEREAS, the Federal Emergency Management Agency and the Florida Department of CommunIty Affairs have made funds available for a statewide Local Mitigation Strategy; and WHEREAS, Collier COtUlty accepted an Agreement with the State of Florida Department of Community Affairs to develop a Local Mitigation Strategy; and and V,'HEREAS, post-disaster funding will be received more qUIckly by pre-identifying mitigation projects; WHEREAS, communities wIth a mitigation plan will be entitled to receive Hazard Mitigation Grant Program, Pre-Disaster Mitigation Grant Program & Flood MitIgation Assistance Grant Program funding; and WHEREAS, substantial savings will be realIzed because the costs of nutigation are less than the costs of recovery and rebuilding; and WHEREAS, On December 14, 7004 the Board of County Commissioners approved Resolution No. 2004- 390 thereby approving the Hazard Mitigation Plan; and WHEREAS, the Hazard M1tJgatJon Plan will expirc on January 10,2010 and it is necessary to approve an updated Local Mitigation Strategy in order to continue to be cligible to receive the aforementioned benefits; and WHEREAS, because the Local MItigation Strategy is voluminous it was maintained by the County Manager's Office, at the Public Libraries throughout Collier County and on-line prior to the adoption of this Resolution and will be maintained by the Clerk's Office in the Board's Minutes and Records after adoption of this Resolution.
