EXECUTIVE SUMMARY
Recommendation to approve the merging of two part time positions into one full time
position, reclassify and place into a different grant fund for the Housing and Human
Services Department. The fiscal impact is $70, 137.50 from graut funds. No general funds
will be used.
OBJECTIVE: That the Board of County Commissioners approve the merging and
reclassification of two part time courier positions that were previously approved for the Senior
Nutrition Program to create a new Grants Coordinator position to be placed in the Disaster
Recovery Initiative grant fund.
CONSIDERATIONS: On January 15, 2008, agenda item 16037, the Board of County
Commissioners accepted the Nutrition Grant and approved necessary FTE's to hire including
two part time Courier positions for the Housing and Human Services Department. The
Department, within its request for proposals for meals and delivery, was able to procure a
company, GA Foods, who incorporated home delivery into their service thereby negating the
need for County Couriers.

The Housing and Human Services Department has since received new funding in the
Neighborhood Stabilization Program, CDBG-R, HPRP and shortly, additional funds in the
Disaster Recovery Initiative grant. Due to the increased need in grant coordination, the
Department would like to merge the two courier positions, reclass into a Grants Coordinator
position to work on the additional grant programs. The Department will work closely with
Human Resources to complete the reclassification process.
FISCAL IMPACT: The two Courier positions classed at Grade 5 would have had a fiscal
impact of $21,299. The one Grants Coordinator position, classed at Grade 20, will have a fiscal
impact of $70,137.50 and will be funded 100% through grant funds. No general funds will be
used.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this executive summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office
and is legally sufficient for Board action. - CMG
RECOMMENDATION: Staff recommends that the Board of County Commissioners approve
the merging and reclassification of two part time courier positions that were previously approved
for the Senior Nutrition Program to create a new Grants Coordinator position to be placed in the
Disaster Recovery Initiative grant fund.
