EXECUTIVE SUMMARY Authorized Budget Amendments in the amount of $16,500 for repairs to the fuel farm at Everglades Airpark required by the Florida Department of Environmental Protection. OBJECTIVE: To authorize Budget Amendments for $16,500 to repair the fuel farm at Everglades Airpark. CONSIDERATIONS: The Florida Department of Environmental Protection (DEP) inspected the fuel farm at Everglades Airpark, and deemed the fuel farm to be a health and safety issue. In accordance with Purchasing Policy, the Airport Authority issued a request for written price quotations from three vendors. The least expensive cost of the repairs needed to bring the fuel farm into compliance with Florida DEP requirements is $16,500. Funds are budgeted each fiscal year for the repair and maintenance of the fuel farm. However, the magnitude of the repairs currently necessary was not anticipated when the FY 12 budget was prepared. Therefore, a transfer is required in the amount of $16,500 from the Airport Authority Capital Fund (496) to the Airport Authorities Operating Fund (495). FISCAL IMPACT: Budget Amendments are necessary to transfer $16,500 from Airport Authority Capital Fund (496) to the Airport Authorities Operating Fund (495). Funds are available in Airport Authority Capital Fund 496 Reserve for Contingencies. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's office, requires majority vote, and is legally sufficient for Board Action. — CMG GROWTH MANAGEMENT IMPACT: There is no impact to the Collier County Growth Management Plan. RECOMMENDATION: That the Board of County Commissioners authorizes Budget Amendments in the amount of $16,500 for repairs to the fuel farm at Everglades Airpark required by the Florida Department of Environmental Protection. Manufacture Year: 1995 Manufacturer: Modern Welding Company Scope of Services Required: • Visual Inspection of entire tank interior, exterior and under -side • Removal of any "heavy rust" scale & thorough inspection of affected areas • Application of protective coating on areas of need • Removal and sealing off of all components associated with interstitial space in preparation for vacuum test • Vacuum test of both inner and outer tank per manufacturers recommendations • Written assessment of tank condition and estimate of expected life before breach of either inner our outer tank including tank map detailing and rating locations and ratings of corrosion areas. Lump sum proposal shall include all travel and expense associated with this scope of work. Proposal shall include any and all Federal, State and local permits and /or regulatory requirements to perform scope of work and proposer shall be fully licensed in accordance with State of Florida and Local regulations to perform scope of work. All work performed by successful proposer shall be in accordance with all Federal and State Requirements and tank shall be fully compliant with all regulatory requirements upon completion of work. (Repairs if required will be based on findings of inspection) • Remove all corrosion from underside of storage tank, Prime using epoxy primer, finish paint using Devoe 379KI000 white urethane • Reinstall tank onto support pad and anchor in -place using existing anchors • Reinstall electrical power connections • All usable fuel will be filtered and returned to storage tank • Return tank to service • Estimated time to complete work listed 6 -8 days • Provide written report of tank condition and expected usable life of system of system before and after listed repairs above Packet Page -3483- 12/13/2011 Item 16.G.1.
