EXECUTIVE SUMMARY
Recommendation to reject Bid No. 11 -5717, "Sewage Hauiing," to Southern Sanitation Inc.,
and authorize staff to issue a modified bid.
OBJECTIVE: To reject Bid No. 11 -5717, "Sewage Hauling," and authorize staff to issue a
modified bid.
CONSIDERATIONS: Bid number 11 -5717 was posted June 8, 2011,, for public notice on Collier
County's online vendor bidding system. Bids were solicited with a per gallon rate for sewage
hauling. The system sent out 398 notifications to firms who provide these services, including the
three current contract holders. Forty-seven companies downloaded full packages for review. On
July 20, 2011, staff conducted the bid opening and reviewed the one bid received per the
attached tabulation.
Staff determined the sole bidder, Southern Sanitation, Inc., met all qualifications as the lowest,
qualified, responsive bidder.
Staff and :Southern Sanitation, Inc met to review expectations of services, prior to signing the
contract. Southern Sanitation, Inc. requested that the contract include additional language that
imposed a three hour minimum for services. This was not part of the Invitation to Bid and staff
n rejected the additional terms. Southern Sanitation withdrew its bid and intent to sign a contract
for "Sewage Hauling" services with Collier County under the original bid terms. The new bid
will be solicited with an hourly rate instead of a per gallon rate, and a minimum hour charge for
all service calls.
FISCAL EWACT: There is no fiscal impact associated with the approval of this Executive
Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this Executive Summary.
LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote for
Board action. - JBw
RECOMMENDATION: That the Board of County Commissioners reject Bid No. 11 -5717 for
"Sewage Hauling," and authorize staffto issue a modified bid.
